In 1969 a mysterious man (Robert Redford) arrives at Wakefield State Prison in Arkansas. As an inmate, he immediately witnesses rampant abuse and corruption, including open and endemic sexual assault, torture, worm-ridden diseased food, insurance fraud and a doctor charging inmates for care. Brubaker eventually reveals himself—during a dramatic standoff involving a deranged prisoner who was being held in solitary confinement—to be the new prison warden to the amazement of both prisoners and officials alike.

"Joliet" Jake Blues (John Belushi) is released from prison after serving three years for armed robbery. Jake is irritated at being picked up by his brother Elwood (Dan Aykroyd) in the Bluesmobile, a battered former Mount Prospect police car, instead of the Cadillac the brothers used to own. The brothers visit their childhood home, a Roman Catholic orphanage, and learn that it will be closed unless $5,000 in property taxes is collected. The brothers visit an evangelical church service where Jake has an epiphany: they can legitimately raise the funds by re-forming their rhythm and blues band. Elwood calls the quest "a mission from God.

Songwriter Jack Morell (Steve Guttenberg)-a reference to Village People creator Jacques Morali-gets a break DJing at local disco Saddle Tramps. His roommate Sam Simpson (Valerie Perrine), a supermodel newly retired at the peak of her success, sees the response to a song he wrote for her ("Samantha") and agrees to use her connections to get him a record deal. Jewel thief Jack Rhodes, a.k.a. "Jack of Diamonds," is masterminding a heist of $30 million worth of uncut gems.
