Six girls have been found murdered in the apartment of famed Russian occultist, Karl Raymarseivich Raymar, and police cannot explain it. When Raymar's body was lifted onto a stretcher, bolts of electricity shot out from his fingers. Not even his estranged daughter Olivia McKenna (Melissa Newman) or her husband Allan (Adam West) knows what happened until they meet Samuel Dockstader (Donald Hotton), a feature writer for "The World of the Occult". Dockstader, once a friend to Raymar, explains that Raymar was a psychic vampire who gained great powers of telekinesis by kidnapping young girls, terrorizing them, and feeding off the bioenergy they produced. Allan does not believe him, but Dockstader shows Olivia a set of photographs to demonstrate how bioenergy works and gives her an audiotape that outlines his findings, which convinces Olivia to believe him.

In 1943, the Nazi military occupies Rome. Pope Pius XII (John Gielgud) is approached by General Max Helm and SS Head of Police for Rome Lieutenant Colonel Herbert Kappler (Christopher Plummer). The Colonel expresses concern that escaped Allied prisoners may attempt to seek refuge in the Vatican, and requests permission to paint a white line across St. Peter's Square in order to mark the extent of Vatican sovereignty. The Pope grants his permission, and when the SS officers leave, he sees out of the window that the white line has already begun to be painted.

A youthful student Robby (Mörl) joins his new classmates in a Munich school, where he meets the extrovert Tina (Nena) and falls in love with her. Tina, however, only has eyes for Tino (Gerber), an unemployed womanizer who works on a fairground. While Robby tries in vain to conquer Tina's heart, she already has other plans: she wants to drop out of school and run away with Tino. Tino, however, drives off without Tina. In order to quickly catch him up, Tina, without explaining her motives, charms Robby to "step on the gas" and on Robby’s scooter, Tina and Robby give chase. Sam Alden is the 17-year-old high school star player in baseball who seems to have it all. However, his family notices that he is often bothered with fits of coughing. Worried, his parents decide to take him to the hospital, where they are shocked to find out that he has a life-threatening heart disease. Sam has trouble dealing with his illness, but he pretends to still be a joyful teenager to not have his parents worrying even more than they already do. His health is deteriorating, though, and it is eventually revealed that he needs a heart transplant if he wants to survive. This is the beginning of a long and a both mentally and physically exhausting journey including countless operations, tests, and search for donors. Even before the final operation, Sam is forced to deal with several setbacks in his life.

Max Renn (Woods) is the president of CIVIC-TV, a UHF television station in Toronto that specializes in sensationalistic programming. Displeased with his station's current lineup, Max is looking for something that will break through to a new audience. One morning, he is summoned to the clandestine office of Harlan (Peter Dvorsky), who operates CIVIC-TV's pirate satellite dish which can intercept international broadcasts. Harlan shows him Videodrome, a plotless show apparently being broadcast out of Malaysia which depicts the brutal torture and murder of anonymous victims in a reddish-orange chamber. Believing this to be the future of television (seemingly staged snuff TV), Max orders Harlan to begin pirating the program.
