Dominick "Nicky" (Hulce) and Eugene "Gino" (Liotta) Luciano are twin brothers living together in Pittsburgh, Pennsylvania. Nicky has a learning disability from his youth and Gino takes care of him and helps him get through life. Gino is studying to become a doctor at a local hospital, and has an offer to finish his education at far-off Stanford University; but he is afraid that Nicky will not be able to take care of himself, without Eugene there to look after him. Nicky has a job working for a garbage collection company, a job that supports his brother's education. He and a man named Larry (Todd Graff) work a city garbage route for Mr. Johnson (Bill Cobbs). Larry is Nicky's best friend, albeit a bit of a wiseacre who constantly puts wild ideas into Nicky's mind.

The movie opens on what appears to be another average day in Hoagie's Alley (which, for the purposes of this story, has apparently been relocated closer to Beverly Hills) for Top Cat and his gang, who are today posing as Boy Scouts, out doing good deeds in the hopes of getting rewards. During the course of this, Benny the Ball saves the life of a bag lady. Unbeknownst to Benny, it is revealed afterwards that she is actually a rich woman named Gertrude Vandergelt, who plans to leave her fortune to her missing niece, Amy. Meanwhile, Officer Dibble arrives to put an end to T.C.'s shenanigans after an unsuccessful attempt by Brain to wash his police car's windshield. Just when Dibble is about to arrest the gang, though, he gets a call saying that his application for retirement has been approved, so he can now retire from the police force, and thus he drops the charges against T.C. and the gang.

Captain Harris finally finds the goods he needs to push Commandant Eric Lassard out at the Police Academy: he is one year late for mandatory retirement. But before he retires, Lassard is chosen as "Police Officer of the Decade", and brings his favorite graduates—Sgts. Hightower, Jones, Tackleberry and Hooks, Lt. The film tells the story of the original discovery of Kerium (a fictional ore that serves as the main plot element of the TV series), and of how protagonist Bravestarr first opposed Tex Hex (an outlaw) and his master Stampede (an evil spirit) on the planet of New Texas. It also introduces his allies: J.B. McBride (a female judge), Thirty/Thirty (a belligerent cyborg stallion capable of assuming a bipedal stance), Deputy Fuzz (one of the indigenous people of New Texas), and the Shaman (Bravestarr's mentor). At the beginning of the story, the Shaman establishes himself on New Texas, to challenge Stampede, who earlier destroyed the shaman's nation in the attempt to absorb a metaphysical power owned by them: vaguely described, but identified as the source of the shaman's magic, and exploited by his people as a fuel-source. Soon afterward, Stampede acquires Tex-Hex and his sidekick Skuzz as assistants; and these, in turn, assemble a gang of robbers. Distraught by their depredations, the colonists of New Texas demand the installation of a 'Planetary Marshal' to police their colony; and protagonist 'Bravestarr' (the shaman's protege) is appointed, alongside Judge J.B. McBride. At their first encounter, Bravestarr humiliates Tex-Hex, who in turn separates him from the colony. In search of him, J.B. is attacked by highwaymen, but rescued by the 'Prairie People': a species of anthropoid marmot, native to New Texas, but hitherto ignored by the colonists. Soon, she befriends the Prairie People, and they accept her authority. Meanwhile, Bravestarr reconnects with the Shaman, and acquires a new partner in Thirty/Thirty. Ultimately, Stampede sends an army of undead monsters against the colony; but these are repelled by the joint efforts of Bravestarr, Thirty/Thirty, J.B., and the Prairie People, whereas Stampede and Tex-Hex are banished by the Shaman's energized staff. In conclusion, Bravestarr, Thirty/Thirty, J.B., and Bravestarr's deputy 'Fuzz' ride to Starr Peak (the Shaman's sanctuary) to converse with him in safety.

Whopper is taking his niece and nephew to the museum. Along the way, he tells them the origin of Puppy Power, the ability of humankind to understand the Pound Puppies and Purries. In the Dark Ages (specifically 958 AD), a young boy named Arthur and his dog Digalot came across a stone which contained both the mythical sword Excalibur and the magical Bone of Scone. While Arthur pulled the sword from the stone, Arthur’s dog Digalot pulled the Bone of Scone from the same stone, and soon afterward Arthur discovered that the dog could talk. Sir McNasty, who had witnessed the withdrawal of Excalibur and the Bone and Arthur's coronation as King of England, planned to conquer the world by retrieving the Bone. However, it was kept hidden by the giant guardian, Big Paw.
