En 1974, Ted Whitley, un poète du quartier de Venice à Los Angeles, trouve son inspiration près de la plage. Jake Donahue and his older brother Sean are in Thailand. Jake's brother is fighting for the kickboxing championship of Thailand and wins his bout. Jake and Sean leave the arena victorious and are soon attacked by Khan and his henchmen. Khan takes Sean on in a fight and subsequently kills him. Bingo is an outcast circus dog whom his owners pay little attention to. Their star puppy, Lauren, develops an infection so they use Bingo for their next act - The Ring of Fire. But Bingo is afraid of fire (due to the fact that he experienced it as a young puppy) and chickens out. His master (Simon Webb) gets ready to kill him, but his wife stops him and tells Bingo to start over and find a family. Bingo does so when the master's wife finally agrees to kill him when Bingo mistakes the wife's orders several times.

The story begins with the opening of the Hong Kong Victoria Harbour tunnel by business partners Paul Wagner and Nigel Griffith (Alan Scarfe). Paul attends with his twin infant sons, Chad and Alex. However, after the celebrations, the family is followed home by a Triad hit squad on orders from Griffith and crime lord Raymond Zhang (Philip Chan).
