Moore and Caine play dual roles—a pair of small time con-men and a pair of inept nuclear physicists who believe they have invented a limitless supply of energy. The con men use their resemblance to the scientists to con their way into the scientists' safe deposit boxes and steal the formula, but in so doing, they become entangled in a shady world of spies and international intrigue. The film includes a number of cameo appearances, including Jenny Seagrove (Winner's partner at the time) playing two different roles, John Cleese, Patsy Kensit, Alexandra Pigg and Nicholas Courtney. The film also features Roger Moore's daughter, Deborah Moore, in a supporting role.

Eight years after the events of Child's Play 2, The Play Pals (Good Guys) has recovered from bad publicity arising from Chucky's (Brad Dourif) murder spree. The company releases a new line of Good Guy dolls and recycles Chucky's remains. However, the soul of serial killer Charles Lee Ray still inhabits the remains, and Chucky is soon revived. Chucky is unwittingly given to Play Pals' CEO Mr. Sullivan, whom Chucky tortures and kills using various instruments. He then uses computer records to relocate Andy Barclay (Justin Whalin).

Dar, the Beastmaster (Marc Singer), is back and now he has to deal with his half-brother, Arklon (Wings Hauser), and a sorceress named Lyranna (Sarah Douglas) who have escaped to present day Los Angeles. Despite the name, the movie is not about traveling through a time portal, but traveling through a portal to a parallel universe that 1991 Earth exists in. Dar and his animal companions, Ruh, Kodo, Podo and Sharak, must follow them through the portal and stop them from obtaining a neutron bomb. During his visit, Dar meets a rich girl named Jackie Trent (Kari Wuhrer) and they become friends.

A recently released psychiatric patient named Tom Sykes creates a home for himself in the attic of the Dreyer family's newly built house. He uses electronic devices to spy on them. The Dreyer's beloved dog Rudolph is murdered by Tom in an attempt to defend his family from the titular hider. After that, Tom really begins to get down to the business. He starts to focus his attention on the mom, Julie, going so far as to watch her skinny dip in the pool. He interferes secretly in the relationship between Julie and her husband, Phil, planting bogus evidence of secret love affairs. He befriends the Sykes' son Neal and teaches him fighting techniques. After two explosive arguments, Phil leaves the house and moves into a hotel. Seeing this as an opportunity, Sykes pretends to be a visitor who lives on Willmington St. a couple of blocks over. His attempt to insinuate himself into their lives works at first, although the creepy neighbor (and huge Philly fan) Gene is the only one who distrusts him. Sykes murders two people who had accidentally discovered his bizarre goings-on and finally Julie becomes sufficiently suspicious to reject his advances. Tom loses it, and he tries to kill Julie. Phil shows up and is severely injured defending her while Julie gets a gun and shoots Tom in the chest. This does not kill him, and Tom gets up and tries to kill both Julie and himself, but the cops (summoned by the nice but still weird Gene) shoot Tom dead from the doorway.
