The Soviet Union, summer 1936. Comdiv Sergei Petrovich Kotov, his wife Maroussia (Ingeborga Dapkūnaitė), and their young daughter Nadia are relaxing in a banya, when they are suddenly interrupted. A peasant from the local collective farm explains that the Soviet Army's tanks are about to crush the wheat harvest as part of general maneuvers. Although annoyed to be bothered during his vacation, Kotov rides on horseback to where the tank crews are confronting outraged peasants.

Lucy Eleanor Moderatz (Sandra Bullock) is a lonely fare token collector for the Chicago Transit Authority. She has a secret crush on a handsome commuter named Peter Callaghan (Peter Gallagher), although they are complete strangers. Seventeen years after slaughtering all but one member of a family, "The Sandman (Michael Harris)" is pending execution. Before his execution the jailers allow a minister (Michael D. Roberts) to visit him. The minister is a voodoo priest and an ally of the prisoner which the jailers did not realize. A hex is placed onto The Sandman so when his execution is over his soul can travel to a new body made of sand. The Sandman then plots to kill a young man named Griffin (Jay Underwood), who was the last survivor of the family he attempted to slaughter. The film features Ken Foree in a cameo role as a police detective.

Jimmy Kilmartin is an ex-con living in Astoria in the New York City borough of Queens, trying to stay clean and raising a daughter with his wife Bev. They are both recovering alcoholics. Bev leaves Jimmy alone to go to an AA meeting. While she is gone, Jimmy is awoken by his cousin Ronnie who is in desperate need of a driver to help him move some stolen cars. When a striptease dancer is brutally murdered in Las Vegas, detective Rita Cates and her partner, J.D. Prejon, are assigned to the case. There is not much evidence available, but what they have points to Sam McKeon, an ex-cop. This puts Rita in a difficult position, because she and Sam previously had a scalding affair, which ultimately led to her husband's suicide. They have not spoken since then, but Rita could never get Sam out of her mind. During the investigation, they resume their affair, although Rita is constantly torn between trust and distrust, and attempting to keep an open mind. Eventually she has to choose, knowing that the wrong choice may get her killed.

New Jersey Drive opens with Jason (Sharron Corley) heading off to juvenile detention then unfolds in flashback as, chronologically, the incidents leading to his arrest surface one by one. First the audience sees the violent and poverty-ridden Housing projects project where he and his family live; next his go-nowhere delinquent friends are introduced, as is their hobby: joy riding. Soon some of the teens, including Jason, begin to convert their hobby into a part-time job as they steal cars and sell them to a sleazy chop-shop owner for pennies on the dollar. Eventually they are caught in a police sting and one boy, Ronnie Lambs Ron Q, is shot by the crooked Officer Emil Roscoe (Saul Stein) and other police officers. They begin to run for cover and they end up at Ronnie's house whose relatives take him to the hospital. Jason informs his friends that the police ambushed them but he refuses to come forward and report the crime.
