Phil Deedle (Paul Walker) and Stew Deedle (Steve Van Wormer) are two fraternal twin brothers who are complete surf bums living in Hawaii off of their wealthy father. After the two decide to skip out on school to go on a special surfing expedition with friends for their 18th birthday, the twins are expelled from their high school for truancy. Their father Elton Deedle (Eric Braeden) has become tired of their insolence and lazy lifestyle and thus decides to ship them to a boot camp to straighten them out. The boys are horrified that they’re going to have to fly state-side in order for this to happen, as the camp is located in Yellowstone National Park in Wyoming.

Dr. Fuentes (Federico Luppi) is a medical professor/doctor near his retirement and his wife has recently died. Scout Bozell has always dreamed of becoming a member of the safety patrol at his school, Rockridge Middle School. However, his clumsy, bumbling, hazardous nature prevents him from doing so. In one such instance shown at the film's beginning, while he picks up a banana peel on the ground and describing how hazardous is it, a kid trips over his backpack, causing his marbles to roll out and the kids to slip on them, one girl sending her lunchbox flying and it hits the principal on the head. As Scout swings his backpack to put the banana peel in the garbage, he knocks a kid off his bike, setting off a chain reaction that ends with a plastic squirrel the bike crashed into hitting a truck full of giant frozen tuna, which slide on the road and eat the last member of the safety patrol, "Joe Lobes" Lobenick, leaving him severely traumatized, and deleting the list of safety patrol until he recovers. The teachers try to convince Principal Tromp to put Scout on safety patrol, as he is the only one left on the list. Tromp agrees, but gets the school boundaries changed, transferring Scout to Laurelview Middle School.

Due to a miscarriage of justice Willis Newton was in prison. Afterwards he worked on a farm and was in love with the owner's daughter. Their marriage was confounded when her father was informed that Willis had been a convict. Willis returns to his family's land and tells his mother how the farmer offered him to stay as a mere worker. Still upset he craves a chance to escape poverty and goes to town. Willis meets with two criminals named Slim and Glasscock in a western saloon. The proprietor is an Indian chief who got rich when oil was found on his land. Word is the chief would not have even been allowed to enter the saloon as a guest before that. Thus Willis learns that social climbing is possible for him too if only he happens to get to a lot of money. Now he will collect a great deal of money by robbing banks until he can purchase an oil well.

The film tells the story of Sonia (Zellweger), a young Brooklyn woman who has just given birth to her first child. She is married, through an arranged marriage, to Mendel (Glenn Fitzgerald), a devout Hasidic Jew who is too immersed in his studies to give his wife the attention she craves. As a result, Sonia develops a relationship with Mendel's brother, the jeweler Sender (Eccleston), who brings her into the business. Sender is the only release for Sonia's repressed sexuality, and he takes full advantage of that fact as often as he can, but she is repelled by his utter lack of morals as she finds balance between what she feels and what she has been taught is "sinful". The jewelery business brings her into close contact with the young Puerto Rican artist and jewelery designer Ramon (Payne), but when Sender finds out about their connection he reveals it to the family, and Sonia is divorced and ostracized. The film ends on a more tolerance-friendly note, with Sonia balancing desire and every day life, and Mendel accepting her differences with a blessing and the promise to restore custody of their son.
