The opening scenes of the film center on MacGuffin, a deranged occultist whose life has been dedicated to vengeance after being trampled and rendered a paraplegic as a child by overzealous Mardi Gras revelers in the throes of bead-catching madness. With the help of a Sumerian Goddess, MacGuffin performs a ritual that raises Zombie! (exclamation point mandatory) from his grave. Zombie! embarks on a killing spree in New Orleans during the Mardi Gras festivities. A trio of filmmakers get word of this and hasten to capture Zombie! on film. Renaissance genius Galileo, newly pardoned by Pope John Paul II and thus released from Purgatory, also chases Zombie! through New Orleans' crowded streets. Meanwhile, a zaftig ninja vows to take down the undead menace. The film is peppered with comedy sketches and sight gags more or less unrelated to the plot, including numerous shots of bare-breasted women flashing the Mardi Gras crowds.

Arvid, a bank teller, is dumped by his girlfriend for being too boring and dull. Hoping to put some excitement in his life, Arvid helps stop a robbery at the bank. The wife of the would-be bank robber tracks Arvid down and tells him her husband was robbing the bank only so he could pay for medical treatments so they could have a child. The title is a reference to an axiom Arvid's brother tells him: "In China, they eat dogs"; which makes him realize that there is no such thing as moral absolutism, and that whether something is right or wrong depends on the situation. Because of his revelation, he comes to sympathize with the bank robber. Imagining he can help the couple and prove himself to be a dangerous outlaw all at once, Arvid plots a robbery of his own bank with the help of his brother Harald and some fellow wannabe criminals.

Bryce (Josh Brolin) is a successful man who returns to his tiny hometown for a visit. While there, he runs into his old friend Nick (Alessandro Nivola). The two decide to go out for the night. When they enter a bar, Bryce encounters Kathy (Reese Witherspoon), a blonde temptress whom he eventually takes home for the night. When he awakens, Kathy informs him that she is underage and threatens to tell the police that Bryce has committed statutory rape. Bryce panics and decides to tie her up and hide her away in the basement. He then makes a call to Nick. Unbeknownst to Bryce, Kathy is actually Nick's girlfriend Lissa. Mooney Pottie (Liane Balaban) is a 15 year old sick of her life in small-town New Waterford. She is considered an exceptional student by her depressive, semi-alcoholic English teacher, Cecil (Andrew McCarthy) who also nurtures an inappropriate crush towards her that is not reciprocated by Mooney. Based on her talent Cecil suggests that she should be allowed to move to New York City in order to cultivate her gift and manages to get her a scholarship at a school there. Her parents refuse to let her go, however. When a family from New York moves in next door, Mooney quickly becomes friends with the eldest daughter, Lou. Lou is the daughter of a jailed boxer and though she is small she is able to knock out men when they are lying, something that the town considers something of a religious miracle. Lou develops a side hustle, knocking out the unfaithful men of the town in exchange for money from their wronged girlfriends. Meanwhile Mooney concocts a plan to leave town. She begins to openly kiss different boys causing her to gain a reputation for being promiscuous. Not wanting to be left out, many boys claim they have slept with her. Mooney then claims she is pregnant which she knows will cause her religious parents to send her away where she can then escape and run away to Manhattan. However the plan backfires as the boys of the town, not wanting to appear to be the father, all confess that they have never slept with Mooney. Though Mooney orders Lou to punch them out to show they are liars they do not fall down when she hits them showing they are telling the truth. Nevertheless Mooney's parents continue to believe she is pregnant only now believing that she lied about her promiscuity in order to cover up the fact that the father is Cecil. Her father goes to Cecil's house where, grasping what is going on, Cecil confesses he is the father and allows Lou to punch him, faking that he has been knocked out. When Mooney tries to confess all to her father, Cecil kisses her. Mooney's mother, arriving in time to see the kiss, gets in the car and rams it several times into Cecil's trailer, pushing it over the edge of the cliff it was located on.

A boy named George is magically transformed into a pig. In a dangerous and crazy adventure, the boy, his sister, Kathy, his best friend Freud, and their college housekeeper, Matilda leave for Mexico to try to undo the witchcraft before their parents return from their Paris trip. While gathering ingredients in order for Matilda's grandmother, Berta, to undo the spell, Kathy grows impatient and after insulting both Matilda and Berta, storms off into town, where she befriends two Mexican girls who speak English and have satellite TV. Meanwhile, Freud accidentally loses George to a butcher. With Kathy and her friends, they try to rescue George, in the process of angering the butcher. They are able to get George to Coyote Mountain, under a full moon phase, where a potion has been prepared to return George to normal. Unfortunately, the butcher had followed them, just as the ritual had begun. Matilda and Berta dose the butcher with the potion, turning him into a vulture, while George is restored to normal. They soon return home and act like nothing's happened, except for the fact that George still has a pig's tail.

A monkey paces in the waiting room of a nearby hospital, as a chicken is called back to see the doctor. The doctor zaps the chicken with a shrinking machine, and after putting the chicken into a syringe, injects her into the monkey. Around this time, a squirrel and an old man play a game together. The squirrel removes the old man's dentures and hides them from him. The old man then tries to guess where his dentures are.

Following the infamous tragedy in Waco, Texas, in which the Bureau of Alcohol, Tobacco and Firearms (A.T.F.) found themselves in a battle with an armed militia, the organization, led by director Maggie Hale (Kathy Baker), finds itself in a new fight.
