Fegele Abramovich (Christina Ricci), a Russian Jew is separated from her father (Oleg Yankovsky) as a child in 1927. In 1923 Tennessee, two young boys, Rafe McCawley (Jesse James) and Danny Walker (Reiley McClendon), play together in the back of an old biplane, pretending to be soldiers fighting the Germans in World War I. After Rafe's father lands his biplane and leaves, Rafe and Danny climb into the plane and Rafe accidentally starts it, giving the boys their first experience at flight. Soon afterward, Danny's father (William Fichtner) comes to take him home. He calls Rafe a "stupid boy" and beats Danny. In an effort to protect Danny, Rafe hits Danny's father with an old propeller and calls him a "dirty German". Members of a cult, modeled on Aum Shinrikyo, sabotage a city's water supply, then commit mass suicide near the shores of a lake. The story is set in a parallel 1950s Japan, in which Germany has conquered Japan. It focuses on Kazuki Fuse, a member of the elite Kerberos Panzer Cops, a metropolitan antiterror unit. Fuse confronts his own humanity when he fails to shoot a young female terrorist. The girl detonates a bomb in front of him, only killing herself. The incident damages the reputation of the unit and Kazuki is punished. He visits the ashes of the dead girl and meets Kei Amemiya, who claims to be the elder sister of the victim. They develop a relationship. Kei is eventually revealed to not be the suicide bomber's sister but instead a former bomb courier and a honey trap acting on behalf of the Special Unit's rival division Public Security.
