Arthur Banks (Sutherland) is an Ivy League-educated hitman for Latin American drug cartels who picks up solitary women, uses them as cover for a hit, then kills them. His trademark is a bullet with a tungsten core. Over the years, he has become wary of the FBI's attempts to catch him, including by use of satellite and security cameras, which leads him to mostly stay in rural desert areas when not working. The FBI team is spearheaded by Agent George Scanlon (Sheridan), who lost five years of his career when Banks killed a witness he was guarding 15 years ago while leaving no evidence behind. Tyson Bucum (Ice Cube), a maverick bounty hunter, is out to capture a petty drug dealer, Lil J (Anthony Michael Hall). Bucum confronts Lil J in his trailer home and nearly handcuffs him, but Lil J's girlfriend, who wields a shotgun, recklessly shoots at Bucum. Barkley is then shot in the head after a brief dialogue with Julian for murdering the witnesses. They then retrieve the diamonds from Barkley. Bucum catches at Reggie again and chases him until he remains unnoticed since he is hidden in a van. The thieves comes down, shoots at Bucum and escapes, unbeknowist to them that Reggie is hidden. In a boatyard, the thieves finds Reggie in the van and shoot at him when he escapes, leaving his wallet behind. In the isolated and fictional South Australian fishing town of Prospect Bay, the only thing that connects the black and white communities is football. Gary "Blacky" Black (Nathan Phillips) and Dumby Red (Luke Carroll) are an exception; teenage best friends from different sides of the tracks. Dumby is the star of the football team and likely to become the next big Aboriginal star in the big leagues. Gary is the bookish son of hard-drinking and brutal white fisherman Bob Black (Simon Westaway). He is attracted to Dumby's beautiful sister, Clarence (Lisa Flanagan). Blacky's supportive mother helps him become a better player as he is chosen to be the ruckman in the teams upcoming grand final. Blacky has to overcome thumper, the star player for the opposition. When gameday arrives Blacky at first struggles to make an impact on the game but Dumby inspires the team kicking several goals. When Dumby gets a mark near goals with the scores tied he hands it off to a team mate instead of taking the shot. The player kicks a point and blacky has to run into thumper to stop him from kicking the winning goal. Their team wins the premiership, but Dumby and Blackys elation is short-lived. The plot of the movie concerns Kelly Collins, a free-spirited eighth grade girl whose mother gets married to Brigadier General Joe "Sir" Maxwell (Gary Cole). When her new stepfather becomes the Commandant of a military school, George Washington Military Academy, Kelly and her family move upstate. Kelly has to enroll at the school, since it is the only school in the area, leaving behind her art school and her best friend Amanda. On her first day at military school, she befriends Carla (Andrea Lewis), a girl who has been there for a long time and shows her the ropes. Kelly, at first, has trouble fitting in and obeying the orders of the officers above her, especially Cadet Captain Jennifer Stone (Christy Carlson Romano), who has a crush on Cadet Major Brad Rigby (Shawn Ashmore). Kelly feels drawn to Brad instantly, and competes with Captain Stone for his attention. Captain Stone does not treat Kelly well, verbally abusing her and destroying her personal belongings. After taking a long time to complete the obstacle course, Captain Stone has Kelly take the course again. After getting all dirty from the course and finishing it, Kelly heads to the dance, but stumbles and ruins Captain Stone's dress at the dance. Her stepfather talks to Kelly in his office about the incident and what the teachers are saying about her. At home, Kelly is ready to tell her mom about her feelings and opinions of the new school, but before she could even start, her mother reveals to her that Kelly is going to have a half-sibling (implying that her mother and her stepfather are going to have a baby together). Seeing that her mom needs her support, she vows to help her stepfather learn how to take care of a child and make him "ready" to be a dad. To get back at Captain Stone for destroying her blanket, Kelly decides to paint Stone's hair in the middle of the night, in the same pattern as a blanket of Kelly's that Stone ruined.
