Le documentaire comporte également des scènes à bord du Bismarck, reconstituées sur l'USS North Carolina (navire américain désarmé de la Seconde Guerre mondiale, transformé en musée à Wilmington en Caroline du Nord) ainsi que les commentaires et les témoignages d'historiens et de 2 marins survivants du naufrage, embarqués à bord du bateau utilisé pour cette expédition. Celui-ci est le navire océanographique russe Akademik Mstislav Keldysh. Ce dernier, déjà utilisé par Cameron pour une plongée sur le Titanic, va refaire le trajet emprunté par le Bismarck 61 ans plus tôt, du port de Kiel en Allemagne jusqu'au lieu de son naufrage, en Atlantique nord à 650 km au nord-ouest de Brest.

Victor Rosa (Leguizamo) is a drug dealer in New York who sells a specific brand of heroin called "Empire". Near the completion of his sentence in Sing Sing prison, Paul Vitti's life is threatened by assassins and corrupt guards while incarcerated. He fakes insanity and starts singing showtunes from West Side Story to get the attention of Ben Sobel, who previously hung up on him while attending his father's funeral. The FBI calls in Ben to see if Vitti is really insane. This appears to be the case, and the FBI approves Ben taking Vitti out of prison, into his own custody, for further therapy. On their way out in Sobel's car, Vitti reveals that he faked it. Needing some therapy himself after his father's death, a grieving Sobel talks Vitti into finding a regular job (as requested by the FBI). Vitti attempts to find a legitimate job (he tries a car dealer, a restaurant, and a jewelry store), but his rude manners and paranoia only complicate things further (which end up in him getting fired each time).

Equilibrium is set in 2072 in Libria, a city state established by the survivors of World War III that devastated the world, where a totalitarian government requires all citizens to take daily injections of "Prozium" to suppress emotion and encourage obedience. All emotionally stimulating material has been banned, and "Sense Offenders" – those who fail to take their Prozium – are put to death, as the government claims that the cause of all wars and violence is emotion. Libria is governed by the Tetragrammaton Council, led by "Father", who is seen only on giant video screens throughout the city. At the pinnacle of Librian law enforcement are the Grammaton Clerics, who are trained in the martial art of gun kata. The Clerics frequently raid the "Nether" region outside the city to search for and destroy illegal materials – art, literature, and music – and execute the people hiding them. A resistance movement, known as the "Underground", emerges with the goal of toppling Father and the Tetragrammaton Council.
