The film opens in early 1980s Canada where teenager Martin Asher (Paul Dano) is seen ambling about a bus station, seemingly uncertain of his destination. He befriends another teen on the bus, Matt Soulsby (Justin Chatwin) and the two talk about their plans for the future. When their bus breaks down, the two acquire a car from a nearby garage. While Martin is driving, a tire blows. Matt struggles to change the tire and Martin comments on how he and Matt are both about the same height, and kicks Matt into the path of an oncoming truck. He is last seen toting Matt's guitar and walking away singing in a voice similar to Matt's.

When network engineer Simon J. Simon attempts to find out who is leaving the packages, and his investigation exposes him to his eccentric neighbors, an artificial intelligence robot head, created by Derrick (Udo Kier) who occupies an apartment across the hall from Simon, a virtual reality sex-game, created by the Neighbour (Bruce Payne) who occupies the apartment next to Simon's, and the possibility of a corporate conspiracy. At the same time Simon, who works in IT, is under pressure to complete a programming project and develops a romantic relationship with another of the apartment block's residents, Trish (Deborah Kara Unger).

Cristina Quadri (Barbara Lombardo) is the model of a perfect student. English police are baffled after a number of children are brutally murdered. Alice (Uphill) takes a profound interest in the murders as her own son, Daniel, was killed years ago and she is haunted by recurring nightmares. The event replays in her mind, as she remembers walking her son home late one night when they stop to rest on a park bench. They sit next to a clown, who gives Daniel a balloon. A man then rushes at them from the darkness and kills Daniel, injuring his mother. Alice clearly remembers the man's face. The same man has been spotted close to each of the murders in the current slayings. She confides this to Detective Weiss, the investigating officer.

After finishing a long shift, nurse Ana returns to her suburban neighborhood and her husband, Luis. Caught up in a scheduled date night, they miss an emergency news bulletin. The next morning, a neighborhood girl enters their bedroom and kills Luis, who immediately reanimates as a zombie and attacks Ana. She flees in her car but crashes and passes out. Upon waking, Ana joins with Police Sergeant Kenneth Hall, electronics salesman Michael, petty criminal Andre and his pregnant wife, Luda. They break into a nearby mall and are attacked by a zombified security guard, who scratches Luda. They are also confronted by three living guards — C.J., Bart, and Terry — who make them surrender their weapons in exchange for refuge. They split into groups to secure the mall and then go to the roof, where they see another survivor, Andy, who is stranded alone in his gun store across the zombie-infested parking lot.

I Pass for Human follows the downward spiral of Jane (Eleanor Whitledge) following the heroin overdose and death of her boyfriend, Dax (Bryan Small). Jane soon finds herself using heroin herself to cope with the pain of mourning, as well as the shock of haunting visions of Dax following her. Finding heroin alone inadequate, in short order she replaces Dax with the company of new beau Rick (Josh Coxx). Not only is Rick a heroin addict, but he also has a dead significant other, Azami, whose jealousy apparently follows him from beyond the grave. The film plays on the conceit that heroin addicts escape death; in I Pass for Human, heroin leaves its users never quite dead, yet never quite alive.
