The film opens with a slight introduction from the main hero of the film, Underdog who introduces the audience to himself, his arch-nemesis Simon Barsinister, and Barsinister's henchman Cad. The film then enters into Capital City Town Hall, where a beagle on the police bomb squad sets off a false alarm after smelling a large ham (in some boxes near where the mayor was giving a speech). After being shunned by his fellow police canines, the beagle leaves in shame and is abducted off the street by Cad, who takes him to Simon's lab. Simon is bitter against the mayor, who has turned down his proposal for a type of genetic experimenting for the city, and plans to prove him wrong by testing his new serum on the beagle. However, Underdog escapes and runs amok in the lab, causing a fire and accidentally becoming exposed to a variety of DNA concoctions and chemicals that Simon developed, which modifies his DNA and gives him the strength to break through the metal door to the lab. The US east coast is suddenly struck by a type of a massive destructive force of nature usually only happening after a major earthquake in the Pacific and Indian ocean rims: tidal waves of the destructive tsunami type. Four friends — Chloe (Skyler Shaye), Yasmin (Nathalia Ramos), Sasha (Logan Browning), and Jade (Janel Parrish) — are about to start high school. She also meets Dylan (Ian Nelson), who is deaf but can lip read. The friends begin to drift apart, as they are compelled to stay within their cliques. Two years later, when an accidental food fight causes them to get detention, they realize that they miss being BFFs and decide to be friends again. They also try to get the other schoolmates to socialize outside their cliques, but their attempts fail when Meredith's 2nd Super Sweet 16 party (which ends disastrously) has them seated with their original cliques. The upcoming talent show and its prize of a scholarship gives them the idea to bring all the cliques together again with an act, but the chances are slim with Meredith's constant attempts to steal the spotlight. In the end, there is a tie. Meredith gets the trophy, but the girls get the scholarship, which they later give to Cloe.
