Both the UK and the US are hinting at a military intervention in the Middle East. During a radio interview on BBC Radio 4's PM programme, Minister for International Development Simon Foster (Tom Hollander) accidentally states that a war in the Middle East is "unforeseeable". The Prime Minister's Director of Communications, Malcolm Tucker (Peter Capaldi) scolds him and tells him to toe the line of intervention. Joining the department on his first day, Simon's new aide Toby Wright (Chris Addison) manages to get him into the Foreign Office meeting that day through his girlfriend Suzy (Olivia Poulet), who works there. Leading the meeting is the US Assistant Secretary of State for Diplomacy Karen Clarke (Mimi Kennedy), who is against military intervention and flags a report by her assistant Liza Weld (Anna Chlumsky) titled "Post-War Planning, Parameters, Implications and Possibilities" (PWPPIP). The report heavily opposes intervention, noting the lack of intelligence except that which is coming from the source "Iceman". Also during the committee it is hinted at that the US Assistant Secretary of State for Policy, Linton Barwick (David Rasche), may have set up a secret war committee. After the meeting Simon is ambushed by reporters and contradicts his previous statements by saying the government has to be prepared to "climb the mountain of conflict." Malcolm again scolds him for making too many waves.

The film begins with a businessman, John, in a hurry to get into his car. He appears to be severely stressed and distraught. He gets in and begins driving down city streets, suddenly screaming "Fuck!" at the top of his lungs before a truck running a red light crashes into him. As he becomes unconscious he dreams of playing with his little girl, Emma (Quinn Hunchar). In his dream she urges him to fulfill his allotted role: that of her heroic and powerful father, the only one who can save her from the monsters. He seems exhausted, and tries to explain to her that he can't do that, and that only her mother can do that. His dream continues as Emma raises the stakes in an effort to convince him, pretending to be captured by a monster and taken further and further away from her father. He gives in and runs to save her, and she is thrilled that he has shown himself to be up to his role. The dream fades to black.

When Wayne shows up at the office of Carmen's boss wearing a suit he gets mistaken as the man Richie and Blackbird are shaking down. When Richie starts trashing the office and demanding the money at gunpoint Wayne tells them he has it out in the car. He leads them out to his truck pretending to get the money and instead grabs a metal rod from the back of his truck and attacks them. After knocking the gun out of Richie's hand and knocking Blackbird down Wayne chases Richie back into the building. Richie pulls one of his boots off to get his other gun and shoots at Wayne a few times before Wayne throws the metal rod at him and tackles him, knocking him out the window and crashing into a gazebo. They flee, but the Colsons have seen Blackbird, a man that no one is supposed to see.

The film tells the story of Lucian, the first werewolf born in human form and the first to be called a Lycan. Viktor, a vampire elder, raises the child, and envisions a race of Lycan slaves that could keep guard of the coven's fortress during the day and be used as laborers by the vampires at night. To this end, Viktor demands from the local human nobles a tribute of silver, with which to keep his slaves under control. As Lucian grows up, he and Viktor's daughter Sonja (Rhona Mitra) fall in love and begin a secretive intimate relationship in their adult years. Sonja is reckless and insubordinate, and one night Lucian escapes and rescues Sonja from his werewolf brethren. Viktor, despite acknowledging that Lucian saved his daughter, cannot forgive the escape and locks Lucian away.

At 30 years old, Opie (James Ricardo) is a virgin whose existence is made up of watching pornography and eating junk food. One day a drug dealer named Thai (April Wade) mistakenly comes to his door. She decides to help Opie by finding him a good woman, initially (and unsuccessfully) by online personal ads. Thai and Opie end up sleeping together while high on marijuana, and then end up seeing each other regularly.
