In Saigon in 1952, as Vietnamese insurgents are delivering major strikes against the French colonial rulers, an innocent and enigmatic young American economist (Audie Murphy), who is working for an international aid organization, gets caught between the Communists and the colonialists as he tries to win the "hearts and minds" of the Vietnamese people. By promising marriage, he steals away a young Vietnamese woman (Giorgia Moll) from an embittered and cynical English newspaperman (Michael Redgrave), who retaliates by spreading the word that the American is actually covertly selling arms to the anti-Communists.

The story of the rise of politician Willie Stark (Broderick Crawford) from a rural county seat to the governor's mansion is depicted in the film. He goes into politics, railing against the corruptly run county government, but loses his race for county treasurer, in the face of unfair obstacles placed by the local machine. Stark teaches himself law, and as a lawyer, continues to fight the local establishment, championing the local people and gaining popularity. He eventually rises to become a candidate for governor, narrowly losing his first race, then winning on his second attempt. Along the way he loses his innocence and becomes as corrupt as the politicians he once fought against. When his son becomes paralyzed following a drunk driving accident that kills a female passenger, Stark's world starts to unravel and he discovers that not everyone can be bought off.

In the winter of 1943–44, U.S. Army Brigadier General George Carnaby (Robert Beatty), a chief planner of the second front, is captured by the Germans when his aircraft is shot down en route to Crete. He is taken for interrogation to the Schloss Adler, a fortress high in the Alps of southern Bavaria. The West Berlin office of the Circus, under administrator Alec Leamas (Richard Burton), has not been doing well. He is recalled to London shortly after the death of one of his operatives. After the Battle of Pharsalus where Julius Caesar (Rex Harrison) has defeated Pompey, Pompey flees to Egypt, hoping to enlist the support of the young Pharaoh Ptolemy XIII (Richard O'Sullivan) and his sister Cleopatra (Elizabeth Taylor). The film begins in 1536 when Henry VIII (Richard Burton) considers whether or not he should sign the warrant for the execution of his second wife, Anne Boleyn: then, in a long flashback which takes up virtually the entire film, the whole truth is revealed. Starting in 1527, Henry has a problem: he reveals his dissatisfaction with his wife, Catherine of Aragon (Irene Papas). He is currently enjoying a discreet affair with Mary Boleyn, a daughter of Sir Thomas Boleyn who is one of his courtiers; but the King is bored with her too. At a court ball, he notices Mary's 18-year-old sister Anne (Geneviève Bujold), who has just returned from her education in France. She is engaged to the son of the Earl of Northumberland and they have received their parents' permission to marry. The King, however, is enraptured with Anne's beauty and orders his Lord Chancellor, Cardinal Wolsey, to break up the engagement.
