All Dogs Go to Heaven 2 is a 1996 animated musical fantasy comedy-adventure film, and a sequel to Goldcrest Films' 1989 animated film All Dogs Go to Heaven. Produced by MGM Animation, it is directed by Larry Leker and Paul Sabella. Dom DeLuise reprises his role from the first film, while Burt Reynolds, Vic Tayback, and Melba Moore are replaced by Charlie Sheen, Ernest Borgnine, and Bebe Neuwirth, respectively. New characters are voiced by Sheena Easton, Adam Wylie, George Hearn, and Wallace Shawn.

The film was released on March 29, 1996. Don Bluth, the director of the original film, had no involvement with it. It was the second theatrical sequel to a Don Bluth production (as most sequels to Don Bluth films, such as The Land Before Time, and The Secret of NIMH, were direct-to-video); the first being An American Tail: Fievel Goes West. This was MGM's last theatrically released animated film until 2008's Igor. It had a DVD double feature release with the first one on March 14, 2006 and January 18, 2011.

Synopsis

Six years after the events of the first film, Charlie B. Barkin (Charlie Sheen) welcomes his friend, Itchy Itchiford (Dom DeLuise), to Heaven, but confesses himself bored by the afterlife. Carface Caruthers, their old enemy (Ernest Borgnine), steals Gabriel's Horn, attempts to pass through the Pearly gates using the music they perform in order to open it so he can leave Heaven with the horn, but it closes on him to protect it from being stolen. He winds up getting stuck on it when he tries to head to the other side and then pops himself out of it. Before heading to Earth, he tries to take off his uniform, but knocks the horn down to Earth, causing him to dive into the purple cloud hole and catch it before it lands into the ocean, but loses it after getting hit by an airplane and sucked into the engines. Continuing to fall to Earth, he sees that the horn ended up somewhere in San Francisco.

In 1939 New Orleans, a roguish German Shepherd named Charlie B. Barkin escapes from a dog pound with the help of his friend, a dachshund named Itchy Itchiford. They return to a casino riverboat on the bayou, which is formerly run by Charlie with his partner, a bulldog named Carface Caruthers. Not wanting to share the profits with Charlie, Carface persuades him to leave town with 50% of the casino's earnings. Charlie agrees, but is later intoxicated and murdered by Carface. He is sent to Heaven where a whippet angel named Annabelle (who was named in the sequel) tells him that a gold watch representing his life has stopped. He steals and winds it, sending Charlie back to Earth, but is told that if he dies again, he will go to Hell. After reuniting with Itchy, they discover that Carface is holding an orphan girl named Anne-Marie (presumably kidnapped from the orphanage by Carface), who has the ability to talk to animals and gain knowledge of a race's results beforehand, allowing Carface to rig the odds on the rat races and become rich. They rescue her, intending to use her abilities to get revenge on Carface, though Charlie tells her that they plan to give their winnings to the poor and help her find parents.

On the streets of Fifth Avenue, an orphaned kitten named Oliver is left abandoned after his fellow orphaned kittens are adopted by passersby. Wandering the streets by himself in search of someone to adopt him, Oliver meets a laid-back dog named Dodger who assists the kitten in stealing food from a hot dog vendor named Louie. Dodger then flees the scene without sharing his bounty with Oliver. Oliver follows Dodger all throughout the streets until he eventually arrives at the barge of his owner, a pickpocket named Fagin, along with his meal, to give to his friends: Tito the Chihuahua, Einstein the Great Dane, Rita the Saluki and Francis the Bulldog. Oliver sneaks into their home, located below the city's docks, and is discovered by the dogs. After a moment of confusion, Oliver is then received with a warm welcome. Fagin, owner of the dogs, comes in and explains that he is running out of time to repay the money he borrowed from Sykes, a ruthless shipyard agent and loan shark. Sykes tells Fagin the money must be paid in three days, or else. Sykes' Dobermans Roscoe and DeSoto attack Oliver but the cat is defended by Fagin's dogs. Immediately thereafter, a depressed Fagin returns to the barge, lamenting that he has only three days to find the money he owes Sykes. After the dogs cheer him up, Fagin is introduced to Oliver, and, considering that they all need help, accepts him into the gang.

Peter-No-Tail is a cat who's born without a proper tail on a farm by the Swedish countryside. Due to economical difficulties, the farmer is forced to get rid of Peter. The farmer can't bring himself to drown the cat, so he sneaks Peter inside the car of a family who are renting a house close to the farm for their summer vacation. When the family finally reach their home in Uppsala, Sweden, they find Peter and decide to keep him. Without a tail, he becomes the talk of the town among the other cats and, especially Mike, who teases him cruelly. Mean Mike and his two companions, Bill and Bull, are notorious for the nasty tricks they like to play on other cats. Mike is currently trying to court Molly Silk-Nose, but his rough and silly approach does not impress her, since she becomes interested in the kind and gentle Peter. But Mike won't give up that easily and he has a plan for how he'll get his revenge.

While playing with Gus's toy boat, which is later accidentally smashed, Rosie befriends Stanley. When Queen Gnorga discovers Stanley happy in exile, she creates a flood to drown them by making Gus cry, but Stanley enlarges Gus's toy boat to escape. Soon after, Stanley shows the children his own ideals, depicted as a world of his own.
