The plot involves two wig salesmen, one Catholic and one Protestant, who live in war-torn Belfast, Northern Ireland, in the mid-1980s. The supporting cast includes comedian Billy Connolly as an patient in a psychiatric hospital. McEvoy based the screenplay on the adventures of his father as a toupée peddler to both sides in the midst of the conflict. The movie was shot on location in both Belfast and Dublin.
Synopsis
Colm (Barry McEvoy) takes a job as a barber in a Belfast psychiatric hospital. He meets the staff and is warned against talking about poetry with George, a fellow barber (Brían F. O'Byrne). when he brings it up, George subjects him to his own poor work. The pair chat anyway. Later they meet an orderly escorting a new patient, whom he refers to as "The Scalper" (Billy Connolly), described as the only seller of hair pieces in all of Northern Ireland until he had a nervous breakdown and scalped some of his own customers. Colm and George decide to meet with the Scalper to gain his list of customers; they intend to take over his former hairpiece monopoly. The Scalper agrees to give them the list.Actors

In 1965, Airman Second Class Adrian Cronauer (Williams) arrives in Saigon from Crete to work as a DJ for Armed Forces Radio Service. Cronauer is greeted by Private First Class Edward Montesquieu Garlick (Whitaker). Cronauer's irreverence contrasts sharply with many staff members and soon rouses the ire of two of his superiors, Second Lieutenant Steven Hauk (Kirby) and Sergeant Major Phillip Dickerson (Walsh). Hauk adheres to strict Army guidelines in terms of humor and music programming, while Dickerson is generally abusive to all enlisted men. However, Brigadier General Taylor (Willingham) and the other DJs quickly grow to like the new man and his brand of comedy. Cronauer's show consists of unpredictable humor segments mixed with news updates (vetted by the station censors) and rock and roll records that are frowned upon by his superiors.

The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead. The Irish American fraternal twin brothers, Connor and Murphy MacManus, attend a Catholic Mass, where the priest mentions the fate of Kitty Genovese. Later, while celebrating St. Patrick's Day with friends, the two get into a bar brawl with three Russian mobsters who want to close the pub and take over the land it is built on. Louis Salinger, of Interpol, and Eleanor Whitman, an Assistant District Attorney from Manhattan, are investigating the International Bank of Business and Credit (IBBC), which funds activities such as money laundering, terrorism, arms trading, and the destabilization of governments. Salinger's and Whitman's investigation takes them from Berlin to Milan, where the IBBC assassinates Umberto Calvini, an arms manufacturer who is an Italian prime ministerial candidate. The bank's assassin diverts suspicion to a local assassin with political connections, who is promptly killed by a corrupt policeman. Salinger and Whitman get a lead on the second assassin, but the corrupt policeman shows up again and orders them out of the country. At the airport they are able to check the security camera footage for clues on the whereabouts on the bank's assassin, and follow a suspect to New York.
