The screenplay was written by Murakawa with Makoto Takada. The film stars Yūji Oda, Naomi Zaizen, Masato Furuoya, Masato Nagamori, and Toshio Kurosawa. The title refers to the highest rank of the JASDF's F-15J training program.
The film's aerial scenes were produced in cooperation with the JASDF, using the Mitsubishi F-15J - the country's variant of the McDonnell Douglas F-15 Eagle. Seen by movie critics as a copy of Top Gun, Best Guy was a box-office failure in Japan.

In 1992, journalist Kenichiro Terasawa (Kosuke Toyohara) is writing a book about Godzilla and learns about a group of Japanese soldiers stationed on Lagos Island in the South Pacific during World War II. They were unintentionally saved from a group of American soldiers by a mysterious dinosaur known as "Godzillasaurus" in February 1944. In 1954, the island was destroyed by a hydrogen bomb test and the radiation from the bomb mutated the dinosaur into Godzilla.

In 1993, an asteroid lands in the ocean and awakens Godzilla. The next day, a young man named Takuya Fujita is detained after stealing an ancient artifact. Later, a representative of the Japanese Prime Minister arrives with Takuya's ex-wife, Masako Tezuka, and offers him to explore an island with Masako and Marutomo company secretary, Kenji Ando, and become a free man. Takuya initially turns down the offer, on the basis that he is to be released in another week. But after his ex-wife informs him that his sentence has been reconsidered, he accepts. After the trio arrives at the island, they find a cave behind a waterfall. Inside, they discover ancient paintings, including a picture of two giant insects fighting one another. While studying them, the sun shines through a hole in the wall, and the light points to a small opening in the cave, where they come upon a giant egg. The three hear a pair of voices, which belong to the Cosmos. They keep the earth's natural order in balance, and informs them the egg belongs to Mothra.

Rin (Yumi Sugimoto), a young high school student, is an unassuming and awkward girl who is bullied at school. One day, while being bullied, she feels a sharp pain in her hand. In the early 1990s, a tractor mechanic nicknamed Steelhead (Jackie Chan) illegally enters Japan from China in search of his fiancée, Xiu-Xiu (Xu Jinglei) with the help of his "brother" Jie (Daniel Wu). The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department, in the five years since the previous movie, the once empty space within Wangan's jurisdiction (the station was once referred to disparagingly as "the empty space station" by the surrounding jurisdictions) has become a popular tourist attraction, the officers at Wangan Station now have their hands full dealing with all manner of tourist related issues. In a sign of how much has not changed in the last five years, when Detective Sergeant Shunsaku Aoshima and several of other detectives playing the part of terrorists defeat a Special Assault Team unit during a counterterrorism exercise in front of the police brass and the media, all the detectives promptly have their pay docked by headquarters.
