The story opens when a convicted murderer asks to make his confession on the day of his execution. The condemned man is visited by an old friend, Father Flanagan (Spencer Tracy) who runs a home for indigent men in Omaha, Nebraska. When the prison officials suggest that the condemned man owes the state a debt, Father Flanagan witnesses the condemned man's diatribe to prison officials and a reporter that describes his awful plight as a homeless and friendless boy who was a ward in state institutions. After the convicted man asks the officials to leave, Father Flanagan provides some comfort and wisdom. On the train back to Omaha, Father Flanagan is transformed in his humanitarian mission by revelations (echoed in the words) imparted by the condemned man's litany of hardships experienced as a child without friends or family as a ward of the state.

In the spring of 1941, Al Woods quits an Oklahoma college to join the armed forces after a quarrel with his co-ed sweetheart, Jo. He joins the Coast Guard, partly by chance due to the flip of a coin. After boot training, Al is assigned to a buoy tender in Boston, the Periwinkle, as a ship's cook. He encounters immediate hostility from the chief of the galley, Red Wildoe, from new crew mates and cooks' helpers Gutsell and Poznicki, and from his arrogant department head, Lieutenant (junior grade) Higgins.

Set in Louisiana in 1905, the plot revolves around Pepe Abellard Duvalle, a bayou fisherman with a natural singing talent, who falls in love with opera star soprano Suzette Micheline (Grayson). Micheline's manager (Niven) hears Duvalle sing and invites him to come to New Orleans to sing. Reluctantly, Duvalle allows himself to be groomed for the opera. At first resistant to his advances, Micheline also falls in love with Duvalle, but is disenchanted by his transformation into a cultured gentleman.
