Peace-keeping immortals living in clans inhabit a mythical mountain range called Zu, which exists between Heaven and Earth. In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

Small-timer Fei (Louis Koo), his married buddy Sam (Simon Yam), and antique store owner Mok (Sun Hong Lei) are all in desperate need of money. Fei wants his friend to drive a robbery getaway car but Sam backs out, throwing Fei in trouble with the triads. In the mid-17th century, the Manchus conquer the territories of the former Ming Empire and establish the Qing Empire. While nationalistic sentiments start brewing within the wulin (martial artists' community), the Qing government immediately imposes a ban forbidding the common people from practising martial arts. The film is set in Foshan, China sometime in the late 19th century during the Qing dynasty. Liu Yongfu, the commander of the Black Flag Army, invites Wong Fei-hung on board his ship to watch a lion dance. Some sailors on board a nearby American ship hear the sound of firecrackers and mistakenly think that Liu's ship is opening fire at them, so they return fire and injure the dancers. Wong picks up the lion head and finishes the performance. Liu comments about the perilous situation China is in, and then gives Wong a hand fan inscribed with all the unequal treaties signed between China and other countries.

The film is set in China in 1895 during the Qing dynasty. Wong Fei-hung travels by train from Foshan to Guangzhou to attend a seminar on medicine. He is accompanied by his romantic interest 13th Aunt and apprentice Leung Foon. The situation in Guangzhou is rather chaotic. On one hand, there are protests in the streets against the signing of the Treaty of Shimonoseki. On the other hand, the White Lotus Sect, an extreme xenophobic cult, goes around attacking Westerners and destroying everything regarded as alien to Chinese culture. At one point, 13th Aunt is almost captured by the cult when she tries to take a photo of them, but Wong shows up, fights with the cult members, and saves her.
