Tired of being treated like a slave by team owner Sallison Potter (Ted Ross), charismatic star pitcher Bingo Long (Billy Dee Williams) steals a bunch of Negro League players away from their teams, including catcher/slugger Leon Carter (James Earl Jones) and Charlie Snow (Richard Pryor), a player forever scheming to break into the segregated Major League Baseball of the 1930s by masquerading as first a Cuban ("Carlos Nevada"), then a Native American ("Chief Takahoma"). They take to the road, barnstorming through small Midwestern towns, playing the local teams to make ends meet. One of the opposing players, 'Esquire' Joe Calloway (Stan Shaw), is so good that they recruit him.

The film opens with two men running across a beach at dawn, it also appears that their hands are tied behind their backs. After several shots of a helicopter frantically searching the landscape, it becomes apparent that the two men are escapees of some kind. It is later revealed that their names are MacConnachie and Ansell. The two continue running across barren land, trying to escape the sight of the helicopter. MacConnachie continuously berates Ansell as they run, showing that he is the leader, more or less.

When Bobby Saint (James Carpinello) and Mickey Duka (Eddie Jemison) meet with European arms dealer Otto Krieg at the Tampa, Florida seaport, the FBI intervenes and Saint is killed while Duka is jailed. Shortly thereafter, he retires from the FBI and attends a family reunion at his father's (Roy Scheider) oceanside home in Aguadilla Bay, Puerto Rico. Tampa crime boss Howard Saint (John Travolta) is enraged by the death of his son, and with right-hand man Quentin Glass (Will Patton) bribes the FBI for confidential information about "Krieg". Saint orders Castle murdered, and Saint's wife, Livia (Laura Harring), demands Castle's entire family be killed as well to "settle the score.

In a one-week timeframe, life at the front in a RFC squadron is documented. The real story begins a year before with fighter ace Major John Gresham (Malcolm McDowell) speaking to a class of students at Eton public school in October 1916. One year later, a new recruit arrives at Gresham's base in France, 2nd Lt. Croft (Peter Firth). Gresham had been his house captain at Eton and is also the boyfriend of his older sister. Gresham already relies on alcohol to cope with combat stress and continue flying. Now the strain of being responsible for this young recruit (a potential brother-in-law) is an additional burden. Croft has to learn how to survive not only in the air but on the ground as well as he makes some minor mistakes in squadron etiquette.

NYPD Detective Buddy Manucci has been getting flak from the higher-ups in the New York City police force he works for because his team of renegade policemen, known as The Seven-Ups (the name comes from the fact that most convictions done by the team heralds jail sentences to criminals from Seven years and Up) has been using unorthodox methods to capture criminals; this is illustrated as the team ransacks an antiques store that is a front for the running of counterfeit money.
