Broken City is a 2013 American crime thriller film directed by Allen Hughes and written by Brian Tucker. Mark Wahlberg stars as a police officer turned private investigator and Russell Crowe as the mayor of New York City who hires the private detective to investigate his wife.

This is Hughes' first solo feature film directing effort; in previous productions he collaborated with his twin brother Albert. In 2010 Hughes learned about Tucker's spec script, which had languished in development hell since Mandate Pictures attempted to produce a film in 2008. Under a partnership between Emmett/Furla Films and Regency Enterprises, Hughes began production in 2011 in New York City and Louisiana. The film was released in theaters on January 18, 2013.

The film was a box office bomb, earning just over $34 million at the box office and failing to recoup its $35 million production budget.

Synopsis

NYPD detective Billy Taggart (Mark Wahlberg) is arrested for the murder of Mikey Tavarez, who was believed to have raped and murdered sixteen-year-old Yesenia Barea but "walked" on a technicality. Chief Carl Fairbanks (Jeffrey Wright), goes to Mayor Nicholas Hostetler (Russell Crowe) with a witness and evidence. Hostetler buries the evidence, and a judge clears Taggart as having shot Tavarez in self-defense. The mayor calls Taggart to his office for a private meeting and calls him "a hero," but still forces him to leave the police.

Thirty years after a nuclear apocalypse, Eli (Denzel Washington) travels on foot toward the west coast of the former United States. Virginia "Gin" Baker (Catherine Zeta-Jones) is an investigator for "Waverly Insurance". Robert "Mac" MacDougal (Sean Connery) is a professional thief who specializes in international art. A priceless Rembrandt painting is stolen from an office one night, and Gin is sent undercover to investigate Mac as the chief suspect. She tries to entrap him with a proposition, claiming that she is a professional thief herself, and promises that she will help him steal a priceless Chinese mask from the well-guarded Bedford Palace. Before agreeing, Mac tells Gin his 'Rule Number One': "Never carry a gun: You carry a gun, you may be tempted to use it." They travel to Scotland and plan the complicated theft at Mac's hideout, an isolated castle. Aaron Thibadeaux (Ving Rhames), apparently the only ally that Mac trusts, arrives with supplies for the heist. While Mac is busy making final preparations, Gin contacts her boss, Hector Cruz (Will Patton), from a payphone, and informs him of Mac's whereabouts. Little does she know that the island is bugged, allowing Mac to eavesdrop on their conversation. Mac also makes sure to keep Gin's romantic advances at bay, unsure if she is a true partner in crime or an ambitious career woman on a mission.

One night, a thief fleeing through Georgetown in Washington, D.C., is shot by a man carrying a briefcase. Congressman Stephen Collins (Ben Affleck) is distraught to hear that the woman was Sonia Baker (Maria Thayer), a lead researcher on his staff. Collins, who has military experience, is leading an investigation into PointCorp, a private defense contractor with controversial operations involving mercenaries. Collins tells his former college roommate and old friend Cal McAffrey (Russell Crowe), an investigative reporter, that he had been having an affair with Sonia and that she had sent him a cheerful video message on the morning of her death, which he says is inconsistent and unusual behavior for someone about to commit suicide.

Bob Lee Swagger reluctantly leaves a self-imposed exile from his isolated mountain home at the request of Colonel Isaac Johnson, who appeals to him to help track down an assassin who is planning to shoot the president. Detective Max Payne (Mark Wahlberg) is a three-year veteran in the Cold Case Unit of the New York City Police Department (NYPD). When Natasha storms off, Max searches for her in the back where partiers are using the drug "Valkyr". Max is silently confronted by Jack Lupino (Amaury Nolasco), but Natasha takes Max back to the party. Max notices Natasha’s tattoos and wants information about them, so he invites her back to his apartment. However, when Natasha tries to seduce Max, she makes insensitive comments about his wife, and Max kicks her out. Natasha leaves through an alley, and is attacked by the winged shadow creatures.
