It belonged to the early part of the 1989-1996 period, a period when films with gambling-themed were dominating the Hong Kong movie scene. The film was followed by two sequels No Risk, No Gain (1990) and Casino Raiders II (1991) which have new storylines.
Synopsis
Crab Chan (Andy Lau) and Sam Law (Alan Tam) are a pair of renowned professional gamblers who are best friends. One day, tycoon Lung (Charles Heung) hires the two of them to his casino in Las Vegas to crack a scam led by a pair of Japanese gamblers, Kung (Hagiwara Kenzo) and his son Taro (Lung Fong). There, Crab and Sam also meets Koyan Tong (Idy Chan), a rich heiress from Hong Kong who was on vacation in the United States. Koyan and Sam also develop a relationship.Actors

On the 25th Singapore National Day, the Daka Lama visits Singapore for an interview. However the Japanese Red Army terrorist group stages an ambush at Changi Airport and the religious leader is seriously injured. Big B, a vacationing triad member from Hong Kong, is also caught up in the attack and his girlfriend is also shot in the incident. The hero Ching-yan has been dreaming of a beautiful woman every night for 28 years and he vows to find his dream girl. He travels to the Snowy Mountain in search of her together with his godson and a mad doctor. Business in the Last-Stop-in-Life Hotel at the base of the mountain has been good, as many people have ventured to the mountain in search of the legendary Ice Maiden, but none have returned. The innkeeper develops a crush on Ching-Yan and pretends to be the Ice Maiden to entice him, but Ching-Yan does not believe her and insists on going up the mountain to look for the real Ice Maiden. On the way, he angers the Devil King and is rescued by the Ice Maiden. In doing so, the Ice Maiden ages 200 years overnight, but Ching-Yan still wants to marry her even though the Devil King does not allow them to leave. Eventually, the innkeeper sacrifices herself for Ching-Yan, allowing Ching-Yan to engage the Devil King in one final battle. Ching-Yan emerges victorious and is finally together with his dream lover.

In 1993, Wai Kat-cheung (Andy Lau) is an underling of Prince (Mark Cheng). Since Cheung was young, his father was a triad member so Cheung also joined the triad. One time when Prince owed Crazy Ball (Ben Ng) HK$3 million debt, Crazy Ball abducted Prince and Cheung rescues him by slicing Crazy Ball's left eye. Although he later became highly regarded by Prince and his status rose, he also had to pay a heavy price. Mandy Chin (Andy Lau), Chung Cho-hung (Tony Leung), Lau Yiu-cho (Wan Chi Keung) and Chan Chung-ming (Natalis Chan) were gambling together. Mandy uses his girlfriend, Lily (Christy Chung), and partner, Gold Finger Chi (Liu Kai-chi), who are the card dealers, to help him cheat and won over HK$6 million. On the other hand, Lau lost up to HK$4 million. Afterwards, Mandy, Lau and Chan met Chung, who brought a number of his subordinates with him, at a bar. There, Lau felt he was cheated and a big fight occurred where Chung was injured. Lau found out that the three of them cheated him and he blackmails Mandy to help him go to prison and interrogate his former subordinate, Robinson Shun (Kwan Hoi-san), who stole a total of HK$300 million treasury bond from him. If Mandy manages to have Robinson tell him the whereabouts of the bond, Lau promises to pay Mandy HK$10 million as a reward. To get Mandy to prison, Lily sues him for sexual harassment. However, due to lack of evidence, the judge does not adopt the case. Mandy later gets himself to prison by throwing his shoe at the judge and he was sentenced to prison for a month for contempt of court and assaulting the judge.

In the year 2043, an evil crime lord (The General/M. Bison) is trying to take over the world. He was arrested and was sentenced to jail by the Judge. The Police Director decided to send them back to the past also to protect the Judge. Lung ultimately stays behind because he is the Police Director's brother in law.
