Unlike its direct-to-video predecessors, this video was completely computer animated. It stars Brendan Ryan Barrett as the voice of Casper the Friendly Ghost. Randy Travis provided original music.
Synopsis
Kibosh, the King of Ghosts, decrees that Casper must scare someone before Christmas Day or he will be banished to The Dark for all eternity. To make sure this happens, he confiscates the Ghostly Trio's Scare licenses and flings them to Kriss, Massachusetts where they meet the Jollimore Family. When Casper's good behavior starts to act up, the Ghostly Trio call in Casper's lookalike cousin Spooky and his girlfriend Poil to do the job.Actors

The movie begins with Jerry and his little nephew Tuffy watching the Christmas ballet in New York City, while a group of cats, including Tom, in an alley overlooking the Empire State Building, sing a song for the Cat King. Later, Jerry goes to the empty stage floor, where magic begins to happen. Toys come alive including Nelly the pony and Paulie the Christmas Ornament. The magic then makes a Music Box Ballerina come to life, and Jerry dances with her (the Miniature Overture plays through this scene).

In an unnamed kingdom, a blonde princess and a brunette pauper are born simultaneously. Drac, Frank, and Wolf were the scariest monsters around until they became associated with fun. They end up summoned by the Superior Court of Horrors where the judge orders them to prove that they are still scary by the end of 24 hours or they will be sentenced to an eternity entertaining at children parties. Drac, Frank, and Wolf are assigned to scare the Tinklemeister family. The Tinklemeister Family soon ends up assisting Drac, Frank, and Wolf into proving that they are still scary even when the Grim Reaper Prosecutor sends three new monsters consisting of Freddie DeSpaghetti: King of Carbohydrates (a humanoid spaghetti monster based on Freddy Krueger and Jason Voorhees), Chicky (a wind-up toy based on Chucky), and the Alien from Alien to make sure that they fail.

Oopsy, Cheer, Funshine, Share, and Grumpy are building WooHoo World, Care-a-lot's amusement park. Everyone has a job on the building of the park and Oopsy's job is painting the tracks of the Funderbolt ride. He had completed one part of the tracks but realized that he was stuck. Suddenly, he slips into the paint and ruins part of the park. Cheer, Share, Funshine and Oopsy decided to try the Funderbolt ride. After the ride, Oopsy stumbles and makes a chain reaction with plenty of disaster on the way that leaves Grumpy and the others wondering if they can fix Oopsy's disaster in time for the grand opening. Oopsy feels guilty for his actions and he wants to help his friends. Funshine recommends that Oopsy place the placing signs all around Care-a-Lot, this keeps Oopsy from causing any more trouble. Cheer gives Oopsy a special whistle in case he needs her help.

The evil Lord Licorice starts to take over Candy Land, assisted by his Bites, changing it from a brightly colored happy kingdom to a somber, drab-hued place. Gingerbread boy Jib is traveling the Rainbow Road to the annual Sweet Celebration. He enlists his friends Mister Mint and Princess Lolly to save Candy Land from a drab fate. The film opens up with toys being wrapped under the tree, and a child going to sleep. Meanwhile, a strange vacuum comes from the chimney to the fireplace sucking up all the toys that were ready to be opened for Christmas. We then see a strange figure in a green coat on the roof of the house, playing his flute and hypnotizing the toys to the vacuum, making them go all the way up to his blimp. All night he would continuously do the same thing stealing toys from houses all over the world. Later, we run into a Snowman, (not Sam) named Scoop the Snowman who will narrate the story from beginning to end.
