After a random attack the night before by a local gang known as "The Scullions" and their infantile leader Zed McGlunk (Bobcat Goldthwait), Chief Henry Hurst (George R. Twelve-year-old DJ Walters spies on his elderly neighbor, Horace Nebbercracker, who confiscates any item landing in his yard. DJ's parents leave town for a dentist convention, leaving him in the care of a babysitter, Elizabeth "Zee". DJ's best friend Charles "Chowder" visits him, but accidentally loses his basketball on Nebbercracker's lawn. The annual battle of the bands is raging. Two rival high schools, Malibu High School and Coldwater Canyon High, have two hot bands; The Firecats and Racer. When the lead singers of both bands, Piper (Evans) and Rick (Bradford), meet, they fall in love with each other and have to fight realities such as peer pressure, the fact they attend rival high schools and even Piper's older brother, Godzilla (Zagarino), try to stop their love from getting stronger.
