The film opens with John (Jonathan Wade Drahos) regaining consciousness in a restroom stall at "The Red Party." He stares at himself in the mirror and flashes back to when he was a small-town cop from Illinois who moved to Los Angeles, hoping to find a more welcoming environment. He temporarily moves in with his cousin Tad (Daniel Kucan), who is living with his suddenly ex-boyfriend Gill (Brian Lane Green) and Tad's new boyfriend Julian (Darryl Stephens). Tad is a filmmaker, shooting a documentary on circuit parties and Julian DJs at the parties. Gill takes John to a party in the Hollywood hills, where he meets Hector (Andre Khabbazi), a hustler who is battling mounting insecurities over his looks and age as he is about to turn 30. John and Hector forge a friendship and Hector introduces John to the world of circuit parties and illicit drugs.

The film picks up where Dirk Longstreet left off in part 2. It seems like his girlfriend did not survive that coma she was put in by that film's villain, and Dirk has given up, living a nomadic lifestyle completely off the grid out of his van, searching for the next great wave to ride. He supplements this lifestyle through illegal underground fighting, which we see at the beginning. Anyway, while surfing, a young girl who was sold by her step-dad to white slavers escapes to the beach, Gruner saves her, and a bond forms. When she's captured, Gruner must fight again to save her. Of course, what he does not know is his wife is actually alive, but his off-the-grid life means no one can tell him.

Chung Chi (Ku Feng) leads Roast Chicken (Andy Lau) and Tai Lan Choi (Alex Man) as the largest triad organization in the Chinatown of Amsterdam. The film begins by showing a group of Cuban refugees on a boat sailing for the United States. They are at first met by what appears to be a U.S. Coast Guard boat, with armed personnel. The captain of the vessel declares that the refugees are welcomed to the United States, only to have the Guardsmen open fire on them and take several bags of cocaine hidden in the boat. It is revealed that the armed personnel were communist Latin American guerrillas disguised as U.S. Coast Guardsmen.

Tony is the new kid at school. Right off the bat, he befriends gang leader Young and his friends Mark, Frank, and Darrin. However, after bumping into Young's rival Chan, he gets threatened. Young challenges Chan to a fight and defeats him using a wooden sword to Chan's staff. Two mysterious people show up and offer Young and his friends a job for a private security agency.
