City on Fire is a 1979 disaster film directed by Alvin Rakoff and featuring an all-star cast. The film’s plot revolves around a disgruntled employee who sets fire to an oil refinery, setting off a blaze which engulfs an entire city. People try to either fight or flee the fire as it spreads throughout the city. Some elements of the disaster depicted reflect the Texas City Disaster of 1947.
The film was partially financed by the government agency Telefilm Canada and was thus filmed in Montreal, Canada, although the name of the city is not mentioned in the film. Although American stars Henry Fonda, James Franciscus, Shelley Winters, and Ava Gardner appear in the film, albeit in relatively supporting or minor roles, the majority of the rest of the cast originate from Canada. Filmed on a confined budget some of the fire sequences utilized stock footage from both existing movies and news footage. City on Fire was an unsuccessful venture for the company and had a limited run at the American box office. The film was resurrected from obscurity by Mystery Science Theater 3000 in 1989, and has since been known as an example of campy disaster B-movies.
Synopsis
William Dudley (Leslie Nielsen) is a corrupt mayor of a nameless Midwestern U.S. city who has allowed an oil refinery to be built right in the center of town, far from any river, lake or reservoir. On one typical hot summer day, Herman Stover (Jonathan Welsh), a dangerously disturbed employee at the works has been denied an expected promotion and in addition, finds himself fired. He then decides to take his revenge against the works by opening the valves to the storage vats and their interconnecting pipes, flooding the area and sewers with gasoline and chemicals. It doesn't take long for this act of petty vandalism to start a fire, which starts a chain reaction that causes massive explosions at the refinery, destroying it and spreading a mushroom-cloud of flame that soon engulfs the entire metropolis. The drama focuses on a newly built hospital which, like the refinery and all civic buildings that went up during the mayor's crooked administration, is shoddily built and poorly equipped where the head doctor, Frank Whitman (Barry Newman), and his staff treat thousands of casualties from the fire while the city fire chief Risley (Henry Fonda) keeps in constant contact with the fire companies fighting a losing battle against the fires, and Maggie Grayson (Ava Gardner), an alcoholic reporter, sees it as her chance to make it nationwide with her coverage of the story of the "city on fire".Actors

A mysterious black freighter sails through the night, apparently deserted. Detecting a cruise ship close by, the ship alters course as disembodied voices announce in German, "Battle Stations! Enemy in sight!" Aboard the cruise ship, the prickly Captain Ashland is making his final voyage, attended by his replacement, Captain Trevor Marshall, who has brought along his family. The freighter heads right for them, blasting its horn. Despite Ashland's best efforts, the charging freighter collides with the cruise ship, sinking it. (Some of the sinking scenes were taken from the 1960 film The Last Voyage and darkened to match the nightly effect.) The next morning, a handful of survivors—Marshall, his wife Margaret (Howes), and their children Robin and Ben; a young officer named Nick and his love interest Lori; the ship's comic Jackie; and a passenger, Mrs. Morgan—are adrift on a large piece of wreckage. Ashland surfaces nearby and he's brought aboard, barely conscious. Later, the survivors come upon the black freighter, unaware it's the ship that attacked them. Finding a boarding ladder slung from the stern, they climb aboard, but not before the ladder plunges into the sea as the officers try to climb it with the injured Ashland. When all are finally aboard, Jackie tries to rally the survivors with humor, but a cable seizes him by the ankle, and he is swung outboard by one of the ship's cranes, which lowers him into the water before cutting him loose, to be swept astern and lost.

Engineer Cal Miller's unauthorized attempt to close off the dangerously unstable Madison Bridge is foiled by the police pursuit of a robbery suspect. The chase ends in a multi-car accident in the middle of the bridge, which begins falling apart during the confusion. Concorde Test Flight 820 is sabotaged which forces the plane to crash land in the ocean off coast of Martinique in the Antillies of the Caribbean. Lionel Evans (Charlton Heston) is the director of a well-respected symphony orchestra touring European concert halls around 1944 in WW2. In the midst of one concert, the city where they are playing is attacked by German troops, and when Evans and his musicians try to escape, they are captured by Nazi soldiers led by Col. Arndt (Anton Diffring). Evans and the orchestra are taken to a castle where they are to bide their time before being executed; but it turns out that Arndt's superior, Gen. Schiller (Maximilian Schell), is a big classical music fan. Schiller commands Evans and his symphony to prepare a special concert for the Nazis, but Evans realizes that the moment the concert is over, he and his musicians will be killed.
