Il raconte l'histoire de la recherche par la police de Hong Kong de cinq policiers enlevés et dont les coupables semblent avoir des relations dans les rangs de la police.
Le film est sélectionné comme film d'ouverture du 17e Festival international du film de Busan et remporte neuf prix à la 32e cérémonie des Hong Kong Film Awards. Sa suite, Cold War 2, sort en 2016.
Synopsis
Un soir, un fourgon d'une unité d'urgence de la police de Hong Kong, avec à son bord du matériel de pointe et cinq policiers, est signalé disparu. Alors que la police enquête sur cette affaire, elle découvre que les coupables possèdent une excellente connaissance des procédures policières et ont prévu plusieurs étapes en avance, dont l'une d'elle sera de pirater le réseau sécurisé de la police. Le commissaire de la ville étant indisponible, le commissaire-adjoint M.B. Lee (Tony Leung Ka-fai), planifie et dirige une opération de sauvetage du nom de code Guerre froide et déclare l'état d'urgence à Hong Kong.Actors

La police de Hong Kong assiste aux obsèques des deux surintendants tués lors du film précédent. Peu de temps après, le commissaire Sean Lau (Aaron Kwok) reçoit un appel de l'un des responsables du vol du fourgon de police qui lui dit que sa femme a été enlevée et qu'elle sera échangée contre Joe Lee (Eddie Peng). In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. Mandy Chin (Andy Lau), Chung Cho-hung (Tony Leung), Lau Yiu-cho (Wan Chi Keung) and Chan Chung-ming (Natalis Chan) were gambling together. Mandy uses his girlfriend, Lily (Christy Chung), and partner, Gold Finger Chi (Liu Kai-chi), who are the card dealers, to help him cheat and won over HK$6 million. On the other hand, Lau lost up to HK$4 million. Afterwards, Mandy, Lau and Chan met Chung, who brought a number of his subordinates with him, at a bar. There, Lau felt he was cheated and a big fight occurred where Chung was injured. Lau found out that the three of them cheated him and he blackmails Mandy to help him go to prison and interrogate his former subordinate, Robinson Shun (Kwan Hoi-san), who stole a total of HK$300 million treasury bond from him. If Mandy manages to have Robinson tell him the whereabouts of the bond, Lau promises to pay Mandy HK$10 million as a reward. To get Mandy to prison, Lily sues him for sexual harassment. However, due to lack of evidence, the judge does not adopt the case. Mandy later gets himself to prison by throwing his shoe at the judge and he was sentenced to prison for a month for contempt of court and assaulting the judge.
