The screenplay was originally written by Bruce Akiyama to be a television pilot, commissioned by Sawmill Entertainment, but after producer Richard L. Albert made The Forbidden Dance, he decided to hire writer Sam Scribner to expand the script to feature film length. During production, producer Albert spent six hours in the bayous north of New Orleans convincing alligator hunter Bob Raymond to catch 40 alligators which appear in the final scene.
Synopsis
A Los Angeles Police Officer (Edwards) investigates the death of his partner in the swamps of Louisiana. He enlists the help of an ex-cop (Henriksen) who lost his hand to an alligator years before.Actors

Police Officer Alex Kearney (Edwards) is a patrolman in Bryn Mawr, a rich plush suburb of Philadelphia until he stops an important businessman and his story of the incident is not believed. He is sent to work Downtown, the most dangerous, crime filled precinct in the city. Francesca "Frankie" Sutton is a Los Angeles bank teller who witnesses a robbery. Shortly after the incident, the bank fires Frankie after the police uncover a connection between her and Darnell, one of the three robbers; despite the fact that Frankie knew nothing of the robbery Darnell had planned. Later, Frankie reunites with her three best friends, Lida "Stoney" Newsome, Cleopatra "Cleo" Sims, and Tisean "T.T." Williams in the projects and is furious because she was fired. Cleo states they should rob a bank themselves to collect all of the money and get out of the projects while being able to have what they want. Frankie agrees, while the other two friends aren't following along with what they are saying. Eventually, Frankie decides to work at a janitorial company with her friends even though they are treated with no respect from their boss, Luther, and receive little pay.

Lucy, Kit, and Mimi are three friends who live in a small Georgia town. Nate (Spencer Treat Clark) and Skylar (Nick Eversman), sons of sheriff Bloom Towne (Ted Levine), are involved in the accidental death of Mayor Cavanaugh's son Dick in a hunting accident. Older brother Nate fired the deadly shot, but to protect him, younger Skylar, still a minor, takes the blame. In retaliation, the family uses their influence to have Skylar set to be tried as an adult, rather than as a minor. Desperate and filled with guilt, Nate breaks Skylar out of the county lock-up and, handcuffed together, the two escape into the local woods. Two deputies are killed in the escape and the Cavanaugh clan, deciding that the sheriff will be unable to act impartially, organize themselves into a search team with orders to shoot on sight. Sheriff Towne joins the search efforts in order to reach his sons before they are shot by others. He is forced to measure the major political debt he owes to the Mayor and the Cavanaugh family, against his oath to uphold the law and the love he has for his two sons.

Frank Detorre (Bill Murray) is a widowed slovenly zookeeper at the Sucat Memorial Zoo in Rhode Island. Much to the frustration of his young daughter, Shane (Elena Franklin), he eats compulsively unhealthy and has minimal concern for germs or disease. Jo is a taxi driver in Chinatown, San Francisco who, along with his nephew Steve, are seeking to purchase a cab license of their own. Jo's friend Chan Hung was the go-between to finalize the transaction but at the beginning of the film, Chan has disappeared, taking Jo's money with him. The two men begin their search for Chan by speaking with a series of Chinatown locals, each of whom has a different impression of Chan's personality and motivations. The portrait that is created is incomplete and, at times, contradictory. As the mystery behind Chan's disappearance deepens, Jo becomes paranoid that Chan may be involved in the death of man killed during a "flag-waving incident" between opposing supporters of the People's Republic of China (mainland China) and the Republic of China (Taiwan). In the end, Chan remains missing but through his daughter, he returns the Jo and Steve's money. Jo, holding a photo of Chan where his face is completely obscured, eventually accepts that Chan is an enigma, saying in a voiceover, "here's a picture of Chan Hung but I still can't see him.
