Kenneth Zevo (Donald O'Connor), the owner of the Zevo Toy factory in Moscow, Idaho, is dying. He tells his assistant Owen Owens (Arthur Malet) of his desire for the factory to be given to his brother, Lt. Gen. Leland Zevo (Michael Gambon) instead of his son Leslie Zevo (Robin Williams). Even Leland Zevo is unsure of this, pointing out how Leslie has been apprenticed at the toy factory most of his life. Kenneth agrees Leslie loves toys and his work, but his childlike demeanor would not help him to be a successful business leader. Kenneth had even gone to lengths to hire Gwen Tyler (Robin Wright) as a factory worker, believing Leslie would become attracted to her and she would help him to mature., 1h35

The movie begins in 1944, Switzerland, taking place after the events of Puppet Master III: Toulon's Revenge. Toulon and his little friends are still on the run, and decide to hide in the Kolewige, an inn that's 4 miles from the Swiss border. Blade finds the wooden head of an old puppet named Cyclops in their trunk, and when Toulon sees it, he then tells his puppets the adventures with the woman he loves, and his retro puppets, starting in Cairo, Egypt, in 1902., 1h13

A violent thunderstorm strands six people in the gothic English countryside including little Judy, who's traveling with her distant, uncaring father, David Bower, and her callous, arrogant stepmother Rosemary. They are accompanied by an amiable, mild-mannered businessman Ralph, who has given a ride to Isabel and Enid, two British punk rock girls who are hitchhiking. They all wind up at a mansion inhabited by Gabriel and Hilary Hartwicke, a kindly elderly people who appear to be toy makers; their house literally abounds with dolls, puppets, and other beautifully detailed toys. They give Judy a new doll, Mr. Punch, after she had been forced to give up her old teddy bear by her cruel stepmother before they arrived at the house. The Hartwickes invite the stranded travelers to join them for dinner and stay as guests until the storm ends.
