Synopsis

Ilsa (Dyanne Thorne) works as the warden in a psychiatric hospital for young women. Unbeknownst to her, patient Abby is actually the sister of Rosa, one of the hospital's other patients. In 1944 in the Republic of Salò, the Fascist-occupied portion of Italy, four wealthy men of power, the Duke, the Bishop, the Magistrate, and the President, agree to marry each other's daughters as the first step in a debauched ritual. They recruit four teenage boys to act as guards and four young soldiers (called "studs", "cockmongers", or "fuckers"), who are chosen because of their big penises. They then kidnap nine young men and nine young women and take them to a palace near Salò. Accompanying them are four middle-aged prostitutes, also collaborators, who recount arousing stories for the men, who sadistically exploit their victims.

Peter Neal, an American writer of violent horror novels, is in Italy to promote his latest work, Tenebrae. He is accompanied by his literary agent, Bullmer and his assistant, Anne. Neal is unaware that he has also been followed to Rome by his embittered ex-wife, Jane. A Christian musical procession waits outside a prison for Lee Geum-ja (Lee Young-ae), a recently reformed female prisoner, who had been convicted of murdering a young schoolboy, Won-mo. The case, a national sensation because of her young age at the time of the murder and innocent appearance, earns her a lengthy prison sentence, reduced because of her apparent spiritual transformation in prison and her good conduct toward other inmates, results in the nickname of the "Kind-Hearted Geum-Ja". As Lee Geum-ja emerges from prison, she immediately sidesteps the procession, intent on revenge.
