Synopsis

Oil drilling causes the Earth's crust to sink, pushing the magma up at the West Coast, triggering earthquakes and volcanic eruptions that devastate Seattle, Tacoma, and other cities, killing thousands, if not millions of people in the process. A crew must detonate nuclear fusion weapons underground and push the crust back into its proper position. Meanwhile, on the surface, there is a debate as to whether to inform the public about the impending crisis.

A worldwide scientific conference is taking place in Australia when Dr. Austin Shepard (Peter Fonda) suddenly disappears. In the small town of Pontypool, Ontario, former shock jock turned radio announcer Grant Mazzy drives through a blizzard on his way to work. When poor visibility forces him to stop his car, an underdressed woman appears on the road, startling him. Grant calls out to her, but she disappears into the storm, ominously repeating his words and visibly disturbing him. Grant eventually arrives at the radio station, where he works with technical assistant Laurel-Ann Drummond, who has recently worked in Afghanistan, and station manager Sydney Briar, a divorcée who is very critical toward Mazzy's shock jock style.

Dr. Jeremiah Morley (Victor Kilian) is concerned about an imminent nuclear war. He organizes an expedition of scientists and has them use an atomic-powered machine, capable of drilling through earth and stone, known as the Cyclotram, to find an underground environment where people could escape from nuclear obliteration. The expedition, consisting of Jim Bannon, Marilyn Nash, Otto Waldis, Tom Handley and Dick Cogan begins, after government funding has fallen through and they are bailed out at the last minute with private financing from a newspaper heir Bruce Kellogg, who insists on going with them as a lark. Romantic rivalry develops between Bannon and Kellogg for Nash, and two lives are lost to perils of the expedition, but in the end, the scientists accomplish their goal and find an enormous expanse with plentiful air, its own ocean and phosphorus light. However, the lab rabbits they have brought with them give birth to dead rabbits. Nash discovers through an autopsy that the underground world has rendered the rabbits, and hence any other life form sterile. Dr Morley is depressed by the news and when an underground volcano erupts he doesn't enter the cyclotram and perishes. The survivors enter the underground sea and find themselves rising up to the surface of the upper world in the ocean, fortunately near a tropical island.

An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.

After Andy Flynn destroyed the original Sharktopus (a half-shark half-octopus creature), its various pieces floated back out into the ocean. However, among the scattered anatomy was an egg sack and marine biologist Lorena finds herself the ward of the creature's sole offspring which she begins raising at her uncle's aquarium to mixed success. Meanwhile, Dr. Rico Symes is hard at work on his own biological weapon. After harvesting a pterodactyl's DNA, he used the DNA from a barracuda to fill in the gaps, creating a monster that can terrorize land, sea, and air. Things are looking pretty good during the initial test flight until the creature is hijacked by a rogue engineer, looking to sell it the highest bidder. He probably would have gotten away with it if he didn't spill his coffee all over his console, but now the Pteracuda is free to rampage the coast in search of food.

All remaining reserves of petroleum have finally run out; forcing people to ration the few remaining containers of gasoline left on the earth against mercenaries and warlords. Straker and his men (accompanied by his daughter Corlie - played by Annie McEnroe) find a vast supply of diesel fuel in a compound once thought to be radioactive. When Corlie refuses to execute the previous owners, she runs away from base camp. Hunter (Michael Beck), on his amazing (possibly ex-future-military) motorcycle, rescues the girl and takes her to his farm. After keeping her on the farm on a temporary basis, Hunter sends her off to live in a walled city (known in-film as Clearwater Farm) governed by a strict old-fashioned democracy (similar to the Quakers) where she is quickly accepted by the community. However, she is soon discovered by the mercenaries commanded by her father, Colonel Straker (James Wainwright), who moves to attack the Clearwater community. In the chaos that ensues, Corlie manages to escape back to Hunter's remote hideout. Straker terrorises the residents of Clearwater, taking their weapons, medicines, and other supplies and handing the women over to his men.
