Pharaoh Rameses I of Egypt has ordered the death of all firstborn Hebrew males after hearing the prophecy of the Deliverer, but a Hebrew woman named Yoshebel saves her infant son by setting him adrift in a basket on the Nile. The film opens in Virginia in 1865, shortly after General Lee's surrender at Battle of Appomattox Court House. A war correspondent Jim Steed exchanges comments with Count Von Bohlen, an arrogant Prussian army officer serving as a military attaché during the American Civil War. A year later Steed is in Vienna shortly before the outbreak of the Austro-Prussian War of 1866. There he encounters a famous dancer, Anna Marie, who he persuades to spy for him on Von Bohlen, now a member of the Prussian General staff, who has become infatuated with her. However the secret plans which they manage to pass on to the Austrians are unable to prevent the decisive Prussian victory.

The plot follows the 1940 version almost scene-for-scene. In the 1840s, the foppish Don Diego Dela Vega returns from Spain to his family in California to find that his father has been replaced as ruler of the area by the cruel ruler Don Luis Quintero. Despite being a skilled swordsman, Diego downplays his skills in front of the evil Captain Esteban and shows himself to be rather a clown in front of his family. However, Diego secretly picks up the sword of justice as Zorro and fights to return justice to the region and his people.
