The teleplay by Ilene Chaiken focuses on the 1990 trial of Cincinnati Contemporary Arts Center director Dennis Barrie, who was accused of promoting pornography by presenting an exhibit of photographs by Robert Mapplethorpe that included images of naked children and graphic displays of homosexual sadomasochism.
The film premiered on Showtime on May 20, 2000. It later was released on both videotape and DVD.

The film spans Cohn's life from childhood through his initial rise to power as McCarthy's right-hand man in the Senate Permanent Subcommittee on Investigations hearings and his eventual public discrediting a month before his death in 1986 from AIDS. It is told mostly in flashback as Cohn lies dying in a Virginia hospital, hallucinating that his many enemies (from Robert Kennedy to Ethel Rosenberg, a convicted Communist spy he sent to the electric chair) are haunting him. It concerns aspects of Cohn's life such as his closeted homosexuality and the measure of his culpability in the "Red Scare" of the 1950s. While the movie portrays Cohn in a decidedly unsympathetic light, it also depicts episodes in his life, such as the death of his beloved mother, in which he showed a more tender, compassionate side.

Polish defector Leiser (Christopher Jones) is offered by MI6 a chance at UK citizenship if he agrees to undertake a mission into East Germany. (This to replace an already murdered MI6 agent.) Barry is a private with the 101st Airborne Division of the United States Army, stationed at Fort Campbell, Kentucky. Calpernia works as a showgirl at a transgender revue in Nashville, Tennessee when the two met in 1999. Barry's roommate Justin Fisher (Shawn Hatosy) brings Barry to the club where she performs. When Barry and Calpernia begin seeing each other regularly, Fisher begins spreading rumors on base about their relationship, which appeared to be a violation of the military's "don't ask, don't tell" policy about discussing the sexual orientation of military personnel. Barry faces increasing harassment and pressure, which explode into violence over Fourth of July weekend. While Calpernia performs in a pageant in Nashville, Barry is beaten to death in his sleep with a baseball bat by Calvin Glover, who had been goaded by Fisher into committing the crime. The film ends with a discussion of the aftermath.

The film deals with the criminal ways and violent lives of a group of modern-day Gypsies based in New York City. Whilst on his deathbed their "king", Zharko Stepanowicz (Sterling Hayden), passes his position of leadership on to his unwilling grandson, Dave (Eric Roberts). In spite of Dave's reluctance to become the Gypsies' new leader, Dave's father, Groffo (Judd Hirsch), is sufficiently insecure and resentful over not winning the title himself that he attempts to have his own son killed. This leads to a major confrontation, and the film ends with the implication that Dave may finally accept his legacy with his voiceover musings about somehow bringing the rest of the tradition-bound Gypsies forward in time into the world of 20th Century customs and lifestyles.
