Synopsis
When Owen (Luke Benward) and his distracted older sister, Lilly (Brittany Curran), are alone and their parents are away, Owen delivers the paper, dodges a school bully, and spends afternoons in a forest hideaway spinning tall tales and making inventions. He encounters three thugs named Blackie (French Stewart), Bud (Kevin Farley) and Arty (Kelly Perine) who have a mistreated dog and Owen's life changes.Actors

A year after the first film, Dr. Claw (Tony Martin), escapes from Riverton Prison. Chief Quimby (Mark Mitchell), Mayor Wilson (Sigrid Thornton) and Baxter (Bruce Spence) unveil the new female Gadget Model #2 (G2 for short) (Elaine Hendrix), to replace the now glitchy Inspector Gadget (French Stewart). Gadget soon falls for G2, but she turns down his offer to team up, saying she works alone. Also, Gadget angers Quimby after arresting his mother for going .3 mph over the speed limit and for driving without a license. Meanwhile, Dr. Claw plans to steal 5 trillion dollars worth of gold from the Riverton Federal Reserve. Gadget's niece, Penny (Caitlin Wachs) shows him that Claw placed a job ad in the paper for minions. Gadget goes undercover, but ends up causing a bar brawl, which G2 later breaks up. Penny sneaks along with Brain (Gadget's dog), and finds out Claw is planning a heist; she tells Gadget and G2. Despite Quimby warning to stay away or he will be fired, Gadget goes to the stakeout and ends up sabotaging it while trying to help, allowing Claw's minions to escape with ion fuel cells. Quimby makes Gadget spend the next three days as a bathroom janitor instead of firing him as promised.

A young, naive boy named Billy Forrester (Luke Benward) has a weak stomach and vomits easily. He and his parents, Mitch (Tom Cavanagh), Helen (Kimberly Williams-Paisley), and his little brother, Woody (Ty Panitz), have just moved to a new town. Billy tells his mother that he doesn't want to go to school because he will be "the new kid". She assures him that he will make friends and everything will be okay. Snowboarder Kayla Morgan (Dove Cameron), the best girl shredder in Summit Valley, competes in a snowboarding challenge and wins for the girls' division. With her Swift snowboarding teammate/boyfriend, Nick Swift (Mike Manning), who is also the son of team coach Sebastian Swift (Jeffrey Nordling), she trains as a part of the Swift Team to win the "Fire and Ice" snowboarding competition. A year ago, a viral video branding the famous, legendary snowboarder Will Cloud (Luke Benward) as an "epic failure" caused Will to end his snowboarding career. He wiped out attempting a move he created in Fire and Ice, called the Cloud 9, and almost died, allowing the Swifts to take the win. Now, Will works at his family's dog-kennel with his mom, Andrea (Amy Farrington). During a pre-Fire and Ice party for the Swifts, Sebastian Swift tells Nick that he needs to do whatever it takes to win Fire and Ice. After the party, Kayla, Nick, and their two other teammates find Will's sled that he left behind while taking a customer's dog for a walk. Kayla and Nick get on and ride the sled, however, Nick is unable to control it and apologizes to Kayla before falling out of the sled. Still riding, Kayla crashes into the mountain lodge sign, demolishing it and breaking the sled in the process. A security guard finds her and takes her home, and Kayla was abandoned by her teammates to take the blame. Will was informed that his sled was broken.

A talented young teenage figure skater named Katelin Kingsford dreams of being a champion. During one of her competitions, she is discovered by a famous Russian skating coach, Natasha Goberman. However, Natasha coaches at an expensive boarding school and Katelin's parents cannot afford to send her there. However, Natasha convinces the girls hockey team coach to give the last hockey scholarship to Katelin so she can train with Natasha. Katelin is overjoyed and excited to be taught by Natasha but quickly learns that juggling hockey practice, skate club practice, and her homework is much harder than she imagined. A student assistant coach for the hockey team named Spencer constantly ridicules her, and her fellow skaters in the figure skating club are just as rude. Katelin is also forced to hide all of her precious figure skating related belongings, as the hockey coach warns her that the girls on the hockey team despise "twirl girls". However, Katelin does find some solace in her roommate, Hollywood Henderson, a fellow hockey player. She finds out that Katelin is a figure skater, but promises not to tell anyone.
