At Amir's 30th birthday party, his childhood friend Charlie announces that he is getting married, but he and his fiance decide they don't want Amir to be the best man because of his bad "relationship karma". The film opens with an infomercial, given by Dick Dupre (a parody of Don Lapre) played by John C. McGinley, which Larry (Danny Masterson) and Rico (Ronnie Warner) are watching. Larry and Rico are two stoners who live in a one-room apartment, and after watching the entire infomercial, they decide to start a "tiny classified ads" business. This is a running gag throughout the film. Each time they explain their new "business," someone asks, "Ads for what?", and they respond confidently, "That's not the point! It's complex" or "The ads themselves... they generate income", simply quoting the infomercial.

The film begins with Larnell (John Patrick Jordan) pacing around in his new dorm room, looking afraid. Responding to a sudden knock at the door, Larnell admits Alister McDowell(Brett Chukerman), whom he had called over. Asked how things are going, Larnell admits to Alister that he is on the run, having burned down the college's administrations office from a belief that the reason their parents are forcing them to go to school is because they are being taken control of from underneath the government, trying to control their minds into becoming like them. He is even considering writing a number one best seller about it. Larnell also tells him that Bachman (Mitch Eakins) now has a job at Sloppy Burger and remains his roommate. Alister asks Larnell why he called over and Larnell tells him that something has gone wrong with Bachman. Bachman then returns from work and starts describing how his day had gone, which had led to him being fired, until he drops onto the floor, fast asleep. Larnell explains that this was what he was trying to tell Alister. Alister explains it as narcolepsy and that Bachman needs medical help. Larnell also explains that he and Brett (Brian Lloyd) also have problems. Brett and his girlfriend Luann (Robin Sydney) both come to the apartment, where Brett is shown to have gained substantial weight. Larnell then suddenly starts humping Luann's leg, and explains to Alister that his sexual urges make him pounce like a cougar. Alister then realizes that Larnell, Bachman and Brett were the first ones to smoke from the bong and are the only ones who were killed within the bong world, which is probably the reason for neither Luann nor Alister experiencing side effects.

However, her parents (Kristoffer Winters and Janet Varney) are going to California to help Judy's grandparents. Judy and her brother Stink (Parris Mosteller) have to stay with their Aunt Opal (Heather Graham). Judy decides to organize a contest with her friends to see who can have the most exciting summer. To win the contest, you must have a certain amount of "thrill points". At the start of her summer, it starts to go bad. All of her friends leave and go to someplace on a summer vacation, except for Frank (Preston Bailey). Amy was going to Borneo and Rocky was going to Circus Camp. Her friends keep sending her pictures of their summer, so she tries to top them, so she can earn more thrill points than them. But Frank was ruining all her plans because he knocked Judy off a tight rope, puked all over her on a roller coaster, and left the theater in the middle of a scary movie. All of her ideas go bad, so she decides to stay in her room for the rest of the summer, until she hears the newscast in front of her house. She looks out of the window and discovers that Stink is going to be on the news, because of his search for Bigfoot. She runs outside and tries to jump into the camera, but unfortunately, the camera crew stops the cameras from filming her.
