When Lt. Wayne is framed for the murder of his fiancé's brother, Armand Corday (Lon Chaney, Jr.), he vows to capture the real killer, a mysterious Arab terrorist known only as El Shaitan. He is aided by the Three Musketeers: Clancy (an Irishman always spoiling for a fight), Renard, and Schmidt (who loves sausages). Nicknamed the "Devil of the Desert", El Shaitan leads a desert cult and a secret society against French authorities, with a meeting point called Devil's Circle. He remains a shadowy figure, hiding his face and his true identity, as a result of which many people are mistakenly suspected of being El Shaitan, while other characters impersonate him for their own ends.

Sentenced for a murder he did not commit, John Brant escapes from prison determined to find the real killer. By chance Brant's narrow escape from lawmen is witnessed by Joseph Conlon who goes by the name of "Jones". Singing cowboy Gene Autry (Gene Autry) is out of work and looking for a job. After pawning his guitar, he meets former rodeo sharpshooter Angie Burke (Vera Marshe), who works for wealthy ranch owner Estrellita Estrada (Elena Verdugo). Angie suggests that Gene ride across the border to El Sombrero Grande, Estrellita's ranch. Following the death of his friend Ed Norton who was killed during a dice game, Gene Autry (Gene Autry) sets out in search of the killer. His search takes him to an old house where Larry Evans (Russell Arms), who was accused of the murder, is in hiding. Larry's sister Mary (Barbara Britton) defends her brother, claiming they both loved Ed, who acted as their guardian after the death of their father. Mary is able to convince Gene that Larry is innocent. Gene offers to help him evade the sheriff until he can discover the real killer.
