An organization within the United States government called the Division has been secretly hunting down and experimenting on people with psychic abilities since 1945. Morgan Delt (David Warner) is a failed artist and son of communist parents who own a fish and chips shop in downmarket London. The film is a semi-autobiographical account of Augusten Burroughs' (Joseph Cross) childhood.
