The story begins with an ageing, alcoholic woman (Vivien Leigh) being clapped into debtors' prison in the slums of Calais. In a husky, despairing, whiskey-soaked voice, the former Lady Hamilton narrates the story of her life to her skeptical fellow inmates. In one of the early scenes that launches the flashback, Emma, well past her prime, looks into a mirror and remembers "the face I knew before," the face of the young, lovely girl who captured the imagination of artists - most notably George Romney and Joshua Reynolds.

The Chorus (Leslie Banks) enters and implores the audience to use their imagination to visualise the setting of the play. We then see, up on a balcony, two clergymen, The Archbishop of Canterbury (Felix Aylmer), and the Bishop of Ely (Robert Helpmann) discussing the current affairs of state. Henry (Laurence Olivier) then enters, and discusses with his nobles the state of France. A gift is delivered to Henry from the French Dauphin. The gift turns out to be tennis balls, a jibe at Henry's youth and inexperience. Offended, Henry sends the French ambassador away, and prepares to claim the French throne, a throne that he believes is rightfully his.

The film begins with King Philip II of Spain (Montagu Love) declaring his intention to destroy England and after this "puny rockbound island as barren and treacherous as her Queen" is out of the way, he believes that world conquest will follow: he says his great wall map, one day, "will have ceased to be a map of the world; it will be Spain." He sends one of his courtiers, Don Alvarez (Claude Rains), as his ambassador to allay the suspicions of Queen Elizabeth I (Flora Robson) about the great armada he is building to invade England. In the spring of 1918, a German U-boat stops a Dutch freighter on its way to Stockholm, Sweden during the final year of World War I. The Germans board the ship, identify one man as a Belgian spy, and take him prisoner. One of the passengers questioned is an attractive Swiss dress shop owner named Madeleine Goddard (Vivien Leigh) who is returning to Stockholm from a business trip to Paris, where she purchased dresses for her boutique. After returning to Stockholm, Madeleine, who is a German spy, meets with her contacts and provides information on Allied troop movements she acquired in Paris. The information is cleverly concealed in the gowns she purchased. While the Germans believe that she is one of their top spies, Madeleine is in fact a French double agent working to uncover the identity of the new German secret service leader in Stockholm.
