In June 1980, Beth Easton (Christina Ricci) and her recently widowed mother, Kate (Polly Draper) move from Los Angeles to a small town in northern Washington, where they move into Kate's aunt's farmhouse. At first, Beth misses L.A. and resents their new life in the country. In town, she encounters Jody Salerno (Anna Chlumsky), a troubled but free-spirited teenager who has a bad reputation in the town. While riding her bike the next day, Beth is forced off the road by a semi-truck, and plummets down a steep ravine, crashing her bicycle into a river, where Jody is fishing.

The film starts in the 1940s, during another drought in the sertão, when ranch hand Manuel (Geraldo Del Rey) is fed up with his situation. His boss tries to cheat him of his earnings and Manuel kills him, fleeing with his wife, Rosa (Yoná Magalhães). Now an outlaw, Manuel joins up with a self-proclaimed saint who condones violence (at one point slaughtering a baby) and preaches disturbing doctrines. It is now Rosa who turns to killing and the two are on the move once again. And so it goes, the two running from one allegiance to another, following the words of others as they attempt to find a place in their ruthless land. Blending mysticism, religion, and popular culture in this symbolic and realistic drama, Rocha insists that rather than follow the external and obscure dogmas of culture and religion, man must determine his path by his own voice.

The story centres on an immense golden bell named The Mother of Voices, which may or may not exist. Moorish king Aly Mansuh (Sidney Poitier) is convinced that it does. Having collected all the legendary material about it that he can, he plans to mount an expedition to search for it. When the shipwrecked Norseman, Rolfe (Richard Widmark), repeats the story of the bell in the marketplace, and hints that he knows its location, he is seized by Mansuh's men and brought in for questioning. Rolfe insists that he does not know and that the bell is only a myth. He manages to escape before the questioning continues under torture.

While on a routine patrol on United States airspace west of Alaska, pilots Doug "Thumper" Masters and Matt "Cobra" Cooper test the g-forces of their F-16C planes. Their antics get them carried away, as they stray over Soviet airspace. As they are being escorted back into U.S. airspace, one of the Soviet planes has Doug on missile-lock. This leads to a brief dogfight. In the ensuing battle, Matt loses control of his plane and is too late to save Doug, who is shot down by the Soviets. The next day, the U.S. Secretary of Defense publicly denies the incident, claiming a training accident caused by a fuel system malfunction killed Doug. This later revealed in Iron Eagle on the Attack that Doug actually survived by ejecting before his aircraft exploded and became a POW for a few years until released on goodwill.
