During a glorious Southern California summer, high school student Benny King (Hopkins) is doing time flipping burgers. Benny's father wants him to learn the work ethic, rather than have him sit around the house all summer, dreaming and writing. In early September, 1962, recent high school graduates and longtime friends, Curt Henderson and Steve Bolander, meet John Milner and Terry "The Toad" Fields at the local Mel's Drive-In parking lot. Despite receiving a $2,000 scholarship from the local Moose lodge, Curt is undecided if he wants to leave the next morning with Steve to go to the northeastern United States to begin college. Steve lets Toad borrow his 1958 Chevrolet Impala for the evening and while he's away at college. On a beach in Australia, two American surfers say goodbye to each other as one is about to leave for his flight back to California. The two men don't notice the large number of dead birds on the beach. On the flight, the surfer returning home starts coughing up blood and dies before the plane can land. Back in Australia, the other surfer is found dead in his apartment. Kayla Martin (Tiffani Thiessen) is a medical doctor with the Centers for Disease Control and Prevention (CDC) who has been assigned to the case. She and the local officials carry the body of the surfer out of the plane and start processing people to be put in quarantine until they can be evaluated for exposure. During the transfer, one of the passengers escapes to complete a business deal and unknowingly spreads the virus throughout Los Angeles. It is also revealed that outbreaks of the so-called "riptide virus" (as it comes to be known), an offshoot of the bird flu, are occurring in other cities around the world.

The story follows the escape of two men from an Alaska prison, the efforts of a railroad dispatch office to safely stop the out-of-control train they are on, and the hunt by their warden to recapture them. Oscar "Manny" Manheim is a ruthless bank robber and hero to the convicts of Stonehaven Maximum Security Prison. After two previous escape attempts the doors to Manny's cell have been welded shut for three years. A court order compels Manny's nemesis, the vindictive and sadistic Associate Warden Ranken, to release him back into the general prison population. Manny intends to break out a third time with his older brother Jonah Manheim, but is forced to set his escape plan into action in the middle of winter. Ranken employs a serial killer to give Manny the incentive, by stabbing him grievously through his left hand. Jonah fatally stabs the serial killer to death in retaliation, and in turn is severely beaten by the prison guard, leaving him in a high-security hospital wing.
