Synopsis
Huey Walker (Dennis Hopper), a hippie and a former New Left radical (in the vein of Abbie Hoffman) who has been on the run from the law for 20 years for something he did not do, disconnecting Spiro Agnew's train car in Spokane, Washington. John Buckner (Kiefer Sutherland) is an FBI agent who is set to transport Walker back to Spokane for trial.Actors

The film begins with a SWAT team going into the house of a United States Senator. Someone is holding the Senator hostage. The bomb squad arrives in a helicopter and they rappel down into the house. Frank Glass (Seagal) is in charge of the bomb squad. Glass finds a bomb in the basement and works to disarm it while the SWAT team is in a shootout with some of the hostage takers.

Set in Tulsa, Oklahoma, the film begins in a diner called Bennys Billiards, where local tough guy Rusty James is told by Midget that rival group leader Biff Wilcox wants to meet him that night in an abandoned garage lot for a fight. Accepting the challenge, Rusty James then talks with his friends — the wily Smokey, loyal B.J., and nerdy Steve - who all have a different take on the forthcoming fight. Steve mentions that Rusty James' older brother, "The Motorcycle Boy," would not be pleased with the fight as he had previously created a truce forbidding gang fights, or "rumbles." Rusty James dismisses him, saying that Motorcycle Boy (whose real name is never revealed) has been gone for two months, leaving without explanation or promise of return.

Eddie Devane (William McNamara) is a young Seaman Apprentice who has carried out a number of inventory-related scams along with his partner-in-crime Howard (Crispin Glover) and made a lot of money during his service. A day before his discharge, Eddie is assigned to escort a prisoner from the marine base at Camp Lejeune along with the authoritarian, no-nonsense Chief Petty Officer Rock Reilly (Tom Berenger). Eddie is of course not pleased with this development. When Howard sees a grumpy-looking Eddie being escorted from his superior's office by a couple of other seaman, he thinks Eddie has been found out and arrested for his scams. In order to destroy evidence, he goes to Eddie's desk and finds the money, the existence of which Eddie had concealed from him.

Popeye, a sailor, arrives at the small coastal town of Sweethaven ("Sweethaven—An Anthem") while searching for his long-lost father. The protagonists are two freewheeling hippies: Wyatt (Fonda), nicknamed "Captain America", and Billy (Hopper). Fonda and Hopper said that these characters' names refer to Wyatt Earp and Billy the Kid. At a corporation's base on the Neptunian moon Triton, mercenaries are setting up a defense perimeter to try to hold off an unstoppable cyborg warrior. The commander, Nabel, seals himself inside the control room. The cyborg destroys the soldiers' tank and then attacks a helicopter—which crashes into the control room. The soldiers are killed one by one, until Nabel finally deactivates the cyborg with a remote control. The remaining corporate employees discover that the cyborg was created by company owner E.J. Saggs. Saggs arrives at the base just as the battle ends, and takes the remote from Nabel. He reactivates the cyborg and orders it to kill Nabel.

Concorde Test Flight 820 is sabotaged which forces the plane to crash land in the ocean off coast of Martinique in the Antillies of the Caribbean. The only survivor is a Jean Beneyton (Mimsy Farmer), a French hostess on the flight. Two fishermen find her, but then are soon killed off by a group of suited corporate agents who ride out in a speedboat, because they were witnesses to the crash.
