The story tells about undercover INTERPOL agent Grant Orion (Roberts), who, after recently being falsely accused of a crime, attempts to prove his innocence to wildlife photographer Katy Mazur (Gidley) while rescuing her from an assassin organisation led by her fiancé Dex Dellum (Fahey).
Originally intended for a theatrical release, the movie was released straight to VHS in the United States by Vidmark Entertainment and in Canada that same year by Cineplex Odeon. In 2002, Platinum Disc released a DVD of the film.

Truman Gates (Patrick Swayze), raised in Appalachia, has migrated to Chicago to become a police officer. Married to Jessie, who has a baby on the way, he seems to have made the transition from hillbilly to respectable law man. When the local coal mine closes, Truman persuades his younger brother Gerald (Bill Paxton) to look for work in Chicago. The film begins when a miller, who is poaching deer on lands belonging to the King of England, is detected by a hunting party led by the evil knight Sir Miles Folcanet (Jürgen Prochnow). The miller flees the hunting party until he runs into a Saxon earl, Robert Hode (Patrick Bergin), and his friend, Will. The miller pleads for help as the Normans arrive and threaten to poke the miller's eyes out. Before they can carry out the punishment, Hode (urged by Will) stops them. Folcanet is enraged and demands that Hode be punished by the local Sheriff (shire-reeve), Roger Daguerre (Jeroen Krabbé).

As the film opens, mercenaries Jamie Shannon, Drew, Derek, Michel, Terry and Richard are making a hasty exit from a war-torn Central American country by forcing their way onto a government civilian DC-3 airplane. When a Central American officer demands Richard's body to be removed to make room for others, one of the mercenaries shows he is still able to safely grasp the spoon of a hand grenade and Drew insists his friend "goes home". After Shannon returns home, he gets an offer from a British businessman named Endean who is interested in "certain resources" of a small African nation named Zangaro. Endean pays Shannon $15,000 to go on a reconnaissance mission in Zangaro which is run by a paranoid and brutal dictator named General Kimba.

Retired thief, Roy Egan (Harvey Keitel), comes out of retirement to help his youngest brother, Lee (Timothy Hutton), with a jewelry heist in Palm Springs. Along for the job are hired muscle, Jorge Montana (Wade Dominguez), and wheelman, Skip Kovich (Stephen Dorff), but Skip is running late. While they wait for Skip, the three men prepare for the heist by surveying the jewelry store they're planning to rob. Elsewhere, Skip is doing business with gunrunner, Odell Williams (Michael Jai White), who offers Skip his services, in case he needs anything. Once Skip finally arrives to the rendezvous spot, a trailer park, he joins the crew and the heist happens, the next day. Everything went down without a hitch, thanks to Jorge's scrambling of the police monitors and traffic signals.

The film portrays Noah as a resident of Sodom and Gomorrah. The two towns are fighting each other simply for the amusement of their residents. During the fight, Lot, Noah's friend, is injured in the fight, and comes to Noah for help. At the end of the fight, the leader of Gomorrah is killed with his head chopped off and put on a stake, as Sodom claims victory. The next day, Noah's sons excitedly ask their father if he took part in the deadly fight. God then asks Noah to go to Mount Tubac, where God reveals that the wickedness of Sodom and Gomorrah has provoked God to destroy the cites. After Noah fails to find ten righteous people other than Lot and his wife, Noah and his family flee the city with Lot and his wife, who looks back at Sodom as it is being destroyed by fire and brimstone and turns into a pillar of salt. The next day, they encounter a man selling household goods including pots, pans, hats, etc., which is believed to be God in disguise.

The film begins with footage of the Vietnam Veterans Memorial. It then shifts to a platoon of soldiers fighting in Vietnam, 1969 ending with a soldier dying on a helicopter.
