Andy McGee (David Keith) met his future wife, Vicky Tomlinson (Heather Locklear), in college while they were earning money by participating in an experiment in which they were given a dose of a low-grade hallucinogen called LOT-6. The experiment grants Vicky the ability to read minds; Andy can make people do and believe what he wants, but the effort gives him nosebleeds (the novel revealing them to be "pinprick" hemorrhages). Sexually abused by her brothers, Kate Barker runs away to become involved in bootlegging. She marries decent George Barker and gives birth to four sons, Herman, Arthur ("Doc"), Lloyd and Freddie. However, when George's law-abiding ways fail to provide for the family, "Ma" encourages her sons to commit crimes. Soon they become notorious criminals. FBI leader, J Edgar Hoover puts agent Melvin Purvis on the case. Meanwhile Alvin Karpis joins the gang. An attempted robbery leaves one Barker son, Herman, dead, and another Freddie, captured. Arthur Dunlop, a corrupt prison guard, helps Freddie escape and becomes Ma's lover. Dunlop plans a kidnapping that will net them $100,000, but it nearly goes wrong because of his incompetence. The gang kill him. They also kill another incompetent associate, a mob-doctor who messes up an attempt at plastic surgery. By this time Purvis is onto them. Lloyd and Arthur are arrested in Chicago, and Ma and Freddie are killed in a shootout in Florida.

Officer Frank Dooley (John Candy) of the LAPD is framed for the theft of a television set by two corrupt detectives (who Dooley had actually caught robbing an appliance store). He is dismissed from the force, but escapes criminal punishment at his day in court. The next case in the courtroom features hapless defense attorney Norman Kane (Eugene Levy) attempting to defend a Charles Manson-type white supremacist leader named Lawrence Lupik (Glenn Withrow), who threatens him with death should Kane fail to keep him out of prison. A fearful Kane reveals his ineptitude and the death threat to the judge (Stacy Keach, Sr.), who tells Kane that he will give Lupik "A sentence so long he won't even remember his own name, let alone yours" so long as Kane agrees to find another line of work with a "lot less responsibility".

Los Angeles (L.A.) cop Chris Kenner (Dolph Lundgren) is an American who was raised in Japan. He is given a new partner, Johnny Murata (Brandon Lee), an American of partial Japanese descent. Kenner does not appreciate American culture, while Johnny does not much like Japanese culture. One thing they both enjoy are the martial arts, of which they are both experts. The two are assigned to L.A.'s Little Tokyo, where they break up some criminal activity in a Japanese restaurant, and an arrest is made.
