The movie is based on the 1932 fantasy novel by the same name by Kenji Miyazawa. Like Night on the Galactic Railroad before it, the characters are depicted as anthropomorphic cats.
It is the second animated movie adaptation of the story. The previous adaptation was released in 1994 by Bandai Visual.

The movie starts with Gian, Shizuka, Nobita and Suneo discussing going for an adventure in their Summer Vacation. Suneo and Gian get tired of thinking about this, so they pass this responsibility to Nobita. Nobita asks Doraemon to do so and they launch a rocket on their roof to take photos of each and every small part of the Earth.

Peter-No-Tail is a cat who's born without a proper tail on a farm by the Swedish countryside. Due to economical difficulties, the farmer is forced to get rid of Peter. The farmer can't bring himself to drown the cat, so he sneaks Peter inside the car of a family who are renting a house close to the farm for their summer vacation. When the family finally reach their home in Uppsala, Sweden, they find Peter and decide to keep him. Without a tail, he becomes the talk of the town among the other cats and, especially Mike, who teases him cruelly. Mean Mike and his two companions, Bill and Bull, are notorious for the nasty tricks they like to play on other cats. Mike is currently trying to court Molly Silk-Nose, but his rough and silly approach does not impress her, since she becomes interested in the kind and gentle Peter. But Mike won't give up that easily and he has a plan for how he'll get his revenge.

Shrek and Fiona return from their honeymoon to find they have been invited by Fiona's parents to a royal ball to celebrate their marriage, an event Shrek is reluctant to participate in. Shizuku Tsukishima is a 14-year-old student at Mukaihara Junior High School, where she is best friends with Yuko Harada. In 1993, professional basketball player Michael Jordan announces his retirement from the sport to follow his late father’s career as a baseball player. The movie opens on what appears to be another average day in Hoagie's Alley (which, for the purposes of this story, has apparently been relocated closer to Beverly Hills) for Top Cat and his gang, who are today posing as Boy Scouts, out doing good deeds in the hopes of getting rewards. During the course of this, Benny the Ball saves the life of a bag lady. Unbeknownst to Benny, it is revealed afterwards that she is actually a rich woman named Gertrude Vandergelt, who plans to leave her fortune to her missing niece, Amy. Meanwhile, Officer Dibble arrives to put an end to T.C.'s shenanigans after an unsuccessful attempt by Brain to wash his police car's windshield. Just when Dibble is about to arrest the gang, though, he gets a call saying that his application for retirement has been approved, so he can now retire from the police force, and thus he drops the charges against T.C. and the gang.
