During the Vietnam War in 1968, Captain Sam Cahill (Danny Glover) has been working hard to create good relations between the United States and Montagnard Vietnamese in the village of Dak Nhe. The U.S. Army is looking to monitor enemy operations on a clandestine weapons supply route which passes near the village. Cahill is coming close to his discharge, and explains to his successor Captain T.C. Doyle (Ray Liotta), the delicate nature of Vietnamese customs as well as the counter intelligence involving covert enemy activity. In a lapse of judgment with surrounding village children, a child steals a Nestlé Crunch bar, the wrapper, which when found, lets the NVA know of the local villagers' cooperation with the Americans. In the totalitarian near future, "social deviants" are sent to prison camps for re-education and behaviour modification. The new arrivals at Camp 47 are Chris Walters (Olivia Hussey), a shopkeeper accused of helping a rebel; Rita Daniels (Lynda Stoner), a suspected sex worker; and Paul Anders (Steve Railsback), a dissident who has escaped from several other camps. After suffering brutal treatment at the hands of Camp Master Charles Thatcher (Michael Craig) and his chief enforcer, Ritter (Roger Ward), the prisoners accept a deadly deal. The Cold War espionage thriller follows the moves of British anti-hero spy Charlie Muffin (Hemmings) who has fallen on hard times since the forced retirement of Sir Archibald Willoughby, his previous boss at the U.K. secret service (played by Sir Ralph Richardson). In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. In 1945, on a Pacific island, Sam Gifford (Wagner) is busted from platoon sergeant to private and reprimanded by his battalion commander for striking an officer. Because he had earned a Silver Star, he is given a choice of being sentenced to the United States Disciplinary Barracks in Leavenworth or transferred to George Company, a de facto punishment company assigned to a dangerous area of the front lines. Gifford chooses the punishment company, which is commanded by Captain Grimes, a former First Sergeant (Broderick Crawford).
