Billy Jack is introduced as an enigmatic, half-Indian Vietnam War veteran who shuns society, taking refuge in the peaceful solitude of the California Central Coast mountains. His troubles begin when he descends from this unspoiled setting and drives into a small beach town named Big Rock (Morro Bay). A minor traffic accident in which a motorist hits a motorcyclist results in a savage beating by members of the Born Losers Motorcycle Club. The film opens with a documentary-like scene in which white and black students argue about an impending student strike. Mark (Mark Frechette) leaves the meeting after saying he is "willing to die, but not of boredom" for the cause, which draws criticism from the young white radicals. Cyrus, leader of the Gramercy Riffs, the most powerful gang in New York City, calls a midnight summit of all New York area gangs, requesting them to send nine unarmed delegates to Van Cortlandt Park. The Warriors, from Coney Island, attend the summit. Cyrus proposes to the assembled crowd a permanent citywide truce and alliance that would allow the gangs to control the city. Most of the gangs laud his idea, but Luther, leader of the Rogues, shoots Cyrus dead. In the resulting chaos, Luther frames the Warriors' leader Cleon for the murder, and Cleon is beaten down by the Riffs. Ben Shockley, an alcoholic cop from Phoenix, is well on his way to becoming a down-and-out when he is given the task to escort witness Gus Mally from Las Vegas. His superior, Commissioner Blakelock says that it's a "nothing witness" for a "nothing trial." Mally protests that they are both set up to be killed in a hit, which a jaded Shockley doubts. Mally soon reveals herself to be a belligerent prostitute with mob ties and is in possession of incriminating information concerning a high figure in society.
