Synopsis
On his last assignment prior to resigning, burned out human rights activist James Rhodes (Daniels) arrives in Tijuana to help oversee local union elections. While there, he becomes embroiled in the investigation of a mass murder in what appears to be a drug runners' tunnel on the Tijuana/San Diego border. He teams up with a local street cop (Collins) and a US official (de Rossi) all under the watchful eye of State Department attache Spader, eager to pin the killings on a drug cartel. But when Rhodes (Daniels) links the human rights atrocity to the murder of two American teenage dirt bikers, he uncovers a web of corruption between a US corporation and the local police, only to realize that he himself has become a dangerous liability to those who pull the puppet strings on one of the world's most dangerous borders.Actors

In 1991, Thomas Hardy (Bruce Willis), a Pittsburgh Police homicide detective, has just broken the Blue Code of Silence by informing on his partner and cousin, Jimmy Detillo (Robert Pastorelli), for using excessive force on a suspect. He attends the Policemen's Ball with his father, Vince Hardy (John Mahoney). However, the ball is postponed after a police scan goes out indicating a serial killer nicknamed the Polish Hill Strangler has been spotted on the 31st Street Bridge. While pursuing the killer, Tom gets into an accident and is knocked unconscious. When he regains consciousness, he learns his father has been shot dead and the killer has escaped. Police make an arrest based on the testimony of Chick Chicanis (Gareth Williams). Meanwhile, rather than go to prison, Jimmy climbs to the top of the 31st Street Bridge and jumps off. His body is never found.

Tommy Riley and his father have just moved to start a new life. Tommy's father has accumulated many gambling debts but has found a new job that requires him to travel extensively, leaving his son alone at home. Tommy also has a hard time fitting in at school, having crossed gang members. He takes a job at a local diner and enters into a romantic relationship with Dawn, the daughter of the owner, but is jumped by the gang members outside the restaurant. Seeing how well Tommy is able to fight, a local boxing promoter by the name of Pappy Jack offers Tommy a chance to fight in an illegal underground boxing operation. The movie opens on divorce proceedings involving Ray Reardon (James Spader), a successful architect, and his first wife.
