Like the first film, this follows the fraternal bond of two inmates, once again Ching, but this time with "Brother Dragon", a boss of the "Black Rats" gang. Ching escapes the prison in order to see his son, Leung was placed in an orphanage after his grandmother died, and gets into trouble with "Assassin"'s replacement, Officer Zau. Ching escapes a second time to follow Boss Dragon after he lied about jumping off a cliff to escape. Ching looked for his son and intended to bring him along, but was refused by the social worker.

In 1927, Roxie Hart sees star Velma Kelly perform ("All That Jazz") at a Chicago theater. Wanting stardom for herself, she begins an affair with Fred Casely, who claims to know the manager. After the show, Velma is arrested for killing her husband Charlie and sister Veronica, who were in bed together. A month later, Casely admits to Roxie that he has no showbiz connections and just wanted her body. Enraged, she shoots him dead. She convinces her husband Amos to take the blame, telling him she killed a burglar in self-defense. As Amos confesses to the detective, Roxie fantasizes that she is singing a song devoted to her husband ("Funny Honey"). However, when the detective brings up evidence that Roxie and Casely were having an affair, Amos recants; Roxie furiously admits what really happened and is arrested. Prison warden Dr. Fazetti (Leander Haußmann) is confident about having found a striking new concept for the rehabilitation of prisoners by offering them the chance to take a break from their sentence if only they can find themselves a trustworthy woman who takes care of them and moreover vouches for them. The convicts Steinbock (Til Schweiger) and Hammer-Gerd (Detlev Buck) succeed in doing so. However, since they are tough guys stamped by prison fights they have their issues when it comes to discipline and it is in particular hard for them to have a lady as boss. However, Steinbock falls in love with Emilia (Marie Bäumer) and Hammer-Gerd promotes Maren's career as a singer. (Heike Makatsch, who played Maren, would later in 2009 even play the German actress and singer Hildegard Knef in a biopic called Hilde.) Eventually they have go back behind bars but Emilia and Maren are now waiting for them.
