Synopsis
Maria Quinn (Smith) has only recently begun working as a detective in Manhattan, but is already assigned to investigate a horrendous murder, involving a drug lord who was shot with an overdose of heroin at a party. The film's plot exhibits some differences from that of the novel by Ludlum. The undercover identity of Jason Bourne is simplified. In the book, David Webb, because of his amnesia, believes himself to be Jason Bourne and an assassin called Cain. In the film, the name Cain is left out. In the film, Carlos is shown to be responsible for killing Webb's wife and child, which is not the case in the novel. Alexander Conklin is accidentally shot by his own people when attempting to kill Bourne; in the novel he survives and appears in subsequent novels. In the book's ending, Carlos escapes in the confusion, whereas in the film he is gunned down at the last moment by Bourne/David Webb. Because Carlos is the primary antagonist of the original Bourne trilogy (although only The Bourne Supremacy had been published when the film was produced), this essentially ends the story with one film.

During an intense summer heat wave in New York City, two cops are murdered and it's up to the detectives of the 87th Precinct to find the killer. Steve Carelli (Robert Loggia) and Mike Maguire (Gerald S. O'Loughlin) are the lead investigators on the case, but they can't seem to make any progress, and their work is made more difficult by a reporter, Hank Miller (Gene Miller), who keeps sticking his nose in. The two cops try to keep their personal lives separate from their work, but it keeps bleeding through. When Maguire is shot and killed, Carelli has to comfort his partner's sexpot wife Alice (Shirley Ballard), and then goes on a bender with the reporter, inadvertently revealing his suspicions about the case, and putting his girlfriend Teddy, a deaf-mute author (Ellen Parker), in jeopardy. When a hood (Hal Riddle) shows up at her apartment, Carelli overpowers him and forces a confession: he killed all the cops, but Maguire had been the intended victim all along, as his wife wanted him out of the way.

Two detectives, Jim Packard (Bannon) and Doc Long (Yarborough), make the acquaintance of Jefferson Monk (Macready) in a nightclub they frequent. When a flaming dessert is nearly spilled onto the trio, Monk informs them that it was meant for him. He explains that, according to a prophecy, he is to die in three days. Upon learning their profession, he hires them to protect him, particularly from a man with a peg leg and a valise, the latter (he suspects) to transport his severed head to the ancient secret society of the Barokan. The leader of the society, Mr. Gee (Matthews), has offered to buy Monk's head (after he is dead) because he looks exactly like the ancient mummified founder of his order.
